This position is responsible for oversight at Oklahoma State University - Oklahoma City and Oklahoma State University Institute of Technology in Okmulgee. About this Position

The Controller is responsible for oversight of Oklahoma State University Institute of Technology and Oklahoma State University – Oklahoma City’s financial operations, ensuring compliance with applicable regulations, accurate financial reporting, and sound fiscal management. This role plays a critical part in supporting the University’s mission through effective stewardship of financial resources and collaboration with academic and administrative units. Directly oversees the operations and provides leadership to the accounting, bursar, and purchasing departments on the OSUIT and OSU-OKC campuses.  Provides financial reporting for campus auxiliary enterprises.

Required Qualifications

  • Bachelor’s degree in Accounting, Finance or related field from an accredited college or university.
  • A minimum of five years of progressively responsible finance and leadership experience, preferably in a higher education environment.

Certifications, Registrations, and/or Licenses:

  • Valid Oklahoma driver’s license.
  • Certified Public Accountant (strongly preferred, relevant experience may be considered).

Skills, Proficiencies, and/or Knowledge:

  • Ability to work in a positive and effective fashion with all unit leaders and other appropriate internal and external stakeholders.
  • Ability to perform complex accounting and fiscal calculations to include forecasting.
  • Must demonstrate excellent oral and written communication skills.

Preferred Qualifications

  • Master’s degree in Accounting, Finance or related field from an accredited college or university.
  • Strong working knowledge of State Regents’ and institutional policies related to admission, retention, financial aid, records, and degree completion preferred.

Essential Job Functions:

  1. Oversees all accounting operations including general ledger, procurement, Bursar, fixed assets, inventory, asset disposition, and budgeting.
  2. Ensures timely and accurate reporting of financial information across campus and in collaboration with the OSU system in Stillwater.
  3. Coordinate requests with Stillwater campus to provide information requested for annual audit.
  4. Oversees the development and implementation of financial policies and procedures.
  5. Provides efficient and effective processes to meet fiscal challenges and methods for funding strategic initiatives.
  6. Develop, facilitate implementation, and monitor fiscal service processes that produce value-added outcomes.
  7. Develop and implement internal controls to safeguard University assets and ensure compliance with federal, state, and institutional policies.
  8. Monitor cash flow, banking activities, and investment activities.
  9. Supervise and mentor staff, fostering professional development and a culture of continuous improvement.
  10. Ensure commitment and collaboration of accounting/finance staff in achieving the university’s mission, vision and strategic initiatives.
  11. Participates in preparation of the annual operating budget, including capital allocations.
  12. Collaborate with leadership responsible for budgets to support financial planning and analysis.
  13. Through direct and indirect efforts, gathers, analyzes and implements changes relative to campus operations and needs.
  14. Oversee and evaluate the fiscal and accounting functions of each department.
  15. Stay current on university, state and federal policies, procedures, regulations related to fiscal services and provide guidance to administrative units.
  16. Ensure the university adheres to financial policies and practices.
  17. Prepare and submit required financial reports to government agencies and accrediting bodies.
  18. Develop and implement cost saving and efficiency measures.
  19. Support grant accounting and compliance with federal and state funding requirements.
  20. Maintain current knowledge of higher education financial regulations and best practices.
  21. Collaborate with auxiliary leadership to manage auxiliary budgets; assess facility adequacy and manage deferred maintenance planning/oversight.
  22.  Demonstrate a leadership approach that results in all Bursar, purchasing, budget, and accounting staff employing a high level of student, faculty, and staff service.
  23. Completes all mandatory training and participates in a minimum of two professional development opportunities each year.
  24. Performs other duties as assigned.

Working Conditions:

  • Must be able to work flexible hours to include some nights and weekends.
