About this Position
The Manager of the Oklahoma Local Technical Assistance Program (OKLTAP) is responsible for the operational management, coordination, and continuous improvement of OKLTAP programs and services. This position oversees day-to-day program delivery, personnel supervision, fiscal monitoring, compliance, and stakeholder coordination in support of transportation workforce development and continuing education and training for city, county, and Tribal partners across Oklahoma.
The Manager works closely with the Co-Directors of the Center for Transportation and Construction Workforce to plan, develop, and coordinate cooperative programs that serve Oklahoma stakeholders. As required, the Manager represents the LTAP program, the College, and the University in local, state, and national forums. The position operates under the general direction of Center leadership and collaborates with internal and external partners—including Oklahoma Department of Transportation (ODOT), Federal Highway Administration (FHWA), Tribal governments, and University units—to ensure high-quality, compliant, and responsive training and technical assistance services.
This position requires in-state and out-of-state travel and may occasionally require evening and weekend work, including duties that extend beyond a standard 40-hour work week.
This is a grant funded position; continued employment is contingent upon funding availability.
Required Qualifications
- Bachelor's
Engineering, technology, education, business, or related as determined by department
(degree must be conferred on or before agreed upon start date) -
Four (4) years relevant experience in Federal, State, local, or Tribal government transportation, construction and/or safety training programs including working with diverse audiences. Demonstrated experience in building and maintaining collaborative relationships, managing day-to-day operations, and communicating effectively with stakeholders, both internally and externally. Post-secondary education may substitute for years of experience.
- Certifications, Registrations, and/or Licenses:
Valid Oklahoma Driver's License
- Skills, Proficiencies, and/or Knowledge:
Excellent written and verbal communication. Ability to organize and lead teams, build and maintain positive work environment, and supervise diverse employees.
Demonstrated proficiency in understanding project/grant budgets; understanding of Federal and State grant proposals; conducting strategic planning processes; building and maintaining positive relationships with stakeholders, State and Federal agencies, and University leadership; managing day-to-day operations of a program; preparing program activity reports; evaluating activity and outcomes of adult training programs.
Proficiency in software applications including Microsoft Office suite and Adobe Acrobat.
Requires the physical ability to lift up to 50 pounds occasionally.
Preferred Qualifications

Adult education, engineering, technology, management, or related degree as determined by department
