About The Role

Reporting to Urban and Regional Strategic Planning Manager, this is a full time, permanent role within the Urban Planning & Development team. As the Senior Land Use Planner you will be responsible for being the key point of contact for the Victorian Planning Authority and Councils in coordinating Melbourne Water input into infill Precinct Structure Plans (PSP), Activity Centres and Township Plans.

This role will also see you facilitating the strategic implementation of Melbourne Water’s flood modelling program and managing a caseload of Planning Scheme Amendments and flood modelling statutory implementation.

  • Coordinate and draft responses to infill Precinct Structure Plan, Activity Centres and Township Plan referrals to ensure they meet Melbourne Waters strategic objectives, in consultation with the Manager, Urban and Planning Strategic Manager.
  • Undertake and project manage the end to end process associated with implementing flood information through a Planning Scheme Amendment process. This may include managing a complex caseload of planning scheme amendments at any given time.
  • Draft ordinance and explanatory reports, lodgment, exhibition, reviewing and responding to submissions and the management of the planning panel process. .
  • Briefing external government agencies, community and Victorian planning panels and other engagement activities with key stakeholders.
  • Manage relationships as the key contact for specific Planning Scheme Amendments to DTP, Planning Panels Victoria and Councils.
  • Project manage a caseload of Planning Scheme Amendments and provide support as required across the Urban and Regional Strategic Planning team.
  • Assist and provide planning expertise during Panels and Committees, effectively advocating for Melbourne Water to other agencies and the community. This may include briefing legal representation and other external experts.
  • Collaborate effectively with a multidisciplinary team of engineers, environmental professionals and planners, leveraging collective expertise to achieve optimal planning outcomes.

About You

  • Demonstrated experience in the drafting and implementation of Planning Scheme Amendment and community consultation experience
  • Expert proficiency and knowledge in the areas Township Plans, PSPs, storm water and floodplain management.
  • Demonstrated experience in relevant technical area of urban planning, planning policy and project management
  • Prior experience with Victorian Civil and Administrative Tribunal (VCAT) hearings, Planning Panel hearings, Standing Advisory Committee or Ministerial Advisory Committee hearings.
  • Strong interpersonal and presentation skills and an ability to communicate clearly and effectively with a wide range of people, sometimes in conflict situations
  • Demonstrated negotiation skills with the ability to facilitate mutually agreed outcomes
  • Ability to work with stakeholders to build, maintain and improve relationships
  • Experience in delivering outcomes in an environment with complex issues, programs and stakeholders
