About North East Link

The Spark Consortium has been selected for the Central Package of the North East Link Project - Victoria's biggest road project.

The Spark Consortium’s Design and Construction Contractor - which comprises Webuild, CPB Contractors, GS Engineering and Construction and China Construction Oceania - will deliver the twin three-lane tunnels and key interchanges for the project.

The Central Package will be delivered as a Public Private Partnership and provides three-lane twin tunnels that will close the missing link in Melbourne’s freeway network from the M80 Ring Road to an upgraded Eastern Freeway, reducing journey times and diverting heavy vehicles away from local roads. Up to 135,000 vehicles will use North East Link every day, reducing congestion in the north-east while maintaining local roads.

About the Role: We are seeking a dynamic and experienced Systems Engineering and Requirements Manager to join our SPARK North East Link team. This role offers the opportunity to lead and manage the Systems Engineering and Requirements Management activities across the project lifecycle for one of Australia’s most transformative infrastructure projects.

Key Responsibilities:

  • Leadership and Oversight: Oversee the Systems Engineering activities for MEI Systems, ensuring alignment with the Systems Engineering Management Plan and contract requirements.
  • Collaboration: Report directly to the MEI Design Manager, MEI Delivery Manager, and Project Requirements Manager while coordinating with specialty engineering leads (e.g., HF, RAM, Safety) to maintain adherence to system engineering methodologies and compliance.
  • Team Management: Lead and manage the Requirements team, ensuring efficient implementation and administration of the JIRA requirements management tool.
  • Progress Reporting: Provide regular updates on Systems Engineering and Requirements Management activities, including dashboards and metrics tracking requirements status.
  • Stakeholder Engagement: Convene and lead regular Working Group Meetings with stakeholders, including agenda preparation, progress updates, action tracking, and minute distribution.
  • Documentation and Compliance: Maintain key project documents, including the Systems Engineering Management Plan and Requirements Management Plan, ensuring adherence to contractual requirements.
  • Systems Definition and Integration: Develop system architectures, manage integration activities, and oversee interface management to ensure seamless collaboration across project teams.
  • Requirements Development: Manage requirements sets throughout the system development lifecycle and ensure their completeness through thorough review and validation.
  • Verification and Assurance: Liaise with the Project Handover and Completions team to ensure compliance evidence is documented and provide Requirement Verification Traceability Matrices (RVTM).
  • Stage Gate Deliverables: Ensure deliverables are prepared and available for stage gate reviews, conducting audits to monitor the effectiveness and compliance of Systems Engineering and Requirements Management processes.

  • Knowledge of compliance verification and stage gate processes.
