About North East Link
The Spark Consortium has been selected for the Central Package of the North East Link Project - Victoria's biggest road project.
The Spark Consortium’s Design and Construction Contractor - which comprises Webuild, CPB Contractors, GS Engineering and Construction and China Construction Oceania - will deliver the twin three-lane tunnels and key interchanges for the project.
The Central Package will be delivered as a Public Private Partnership and provides three-lane twin tunnels that will close the missing link in Melbourne’s freeway network from the M80 Ring Road to an upgraded Eastern Freeway, reducing journey times and diverting heavy vehicles away from local roads. Up to 135,000 vehicles will use North East Link every day, reducing congestion in the north-east while maintaining local roads.
About the Opportunity
To support the delivery of the North East Link Central Package we are seeking an experienced and motivated Contracts Manger to join our talented team. Reporting to the Commercial Manager, the successful candidate will ensure financial and operational commitments are met or exceeded. Ensure that opportunities for the strategic development of the contract are exploited to deliver increased turnover and profitability and supporting the project decision making.
This role will be accountable for but not limited to:
- Effectively managing the administration of all subcontract and supplier contracts, including overseeing a team of Contract Administrators.
- Managing the financial administration and site administration for the project
- Assisting the Project Manager in the preparation and review of the project monthly report including providing workings completed, program and cost data
- Supervising the preparation of variations. Claims, EOT’s as needed on the project
- Responsible for all subcontract administration reviewing the claims and payment certificates
- Addressing contractual matters with client/consultants/ subcontractors/suppliers and negotiating variations, claims, EOT and mitigating any contractual disputes
- Ensure all contract administration processes are implemented and maintained in accordance with company policy, guidelines and processes
- Supervise the contract administration team to ensure all contract agreements are administered in accordance with the conditions and provisions of the contract agreements (including correspondence, variations, claims and payments)
- Manage the end of month accruals process for subcontractors (and major suppliers)
- Contribute to continuous improvement activities to find new and better ways of operating, leading to increased effectiveness and efficiency. Create a supportive culture that encourages innovation and improvement, and a team that embraces change
Our minimum requirements for this role are:
- Tertiary educated in Engineering, Commerce/Business, Law, Quantity Surveying or Construction Management or equivalent experience
- 7 - 10 years of relevant experience
- Experience in managing contracts related to intelligent transport systems (ITS), Operations Management and Control Systems (OMCS) and project commissioning is highly desirable and will be considered an advantage, though not essential.
- Strong experience in handling claims and disputes is highly desirable and will be considered an advantage.
- Demonstrated commercial acumen and the ability to interpret and apply contracts
- Understanding of relevant legislation
- Ability to effectively prioritise and manage time and workload
- Demonstrated ability to build and manage relationships and the ability to work in a high performing team
- Detailed knowledge and demonstrated high level experience in project management, planning, budgeting, and cost control
- Strong computer skills in MS Office, particularly Word and Excel, are required. Experience with Power BI is highly regarded
- Effective interpersonal and written and oral communication skills
