About North East Link 

The Spark Consortium has been selected to deliver the Central Package of the North East Link Project - Victoria's biggest road project.

The Spark Consortium’s Design and Construction Contractor - which comprises Webuild, CPB Contractors, GS Engineering and Construction and China Construction Oceania - will deliver the twin three-lane tunnels and key interchanges for the project.

 The Central Package will be delivered as a Public Private Partnership and provides three-lane twin tunnels that will close the missing link in Melbourne’s freeway network from the M80 Ring Road to an upgraded Eastern Freeway, reducing journey times and diverting heavy vehicles away from local roads. Up to 135,000 vehicles will use North East Link every day, reducing congestion in the north-east while maintaining local roads.

About the Opportunity:

As part of the landmark infrastructure initiative, the Spark Consortium is seeking experienced ITS Project Engineers for the Central Package of the North East Link Project - Victoria's largest and most ambitious road construction venture to date.

The MEI Project Engineer is responsible for overseeing all stages of the project life cycle, from preliminary planning and procurement to design and construction, commissioning, and handover of MEI systems.  

The purpose of the ITS Engineer role is to ensure the seamless coordination of various teams and stakeholders, effectively managing and supervising technical aspects, maintaining strict compliance with standards, engineering designs and team performance KRAs.  The SPE plays a key role managing subcontract packages and fostering Digital Delivery ways of working. By leveraging their engineering acumen and practical experience, they contribute significantly to optimization of project performance and the achievement of objectives. 

Key Responsibilities:

Procurement 

  • Manage the successful delivery ITS works including; roadside cabinets, variable message signs (VMS), lan usage management signs (LUMS), vehicle detection systems, CCTV, automatic incident detection (AID), emergency access control systems (EACS) and communications networks communication and fibre networks, along with other MEI engineering functions.
  • This role encompasses the entire process from procurement and tender evaluation to contract execution and delivery, potentially involving design, cost, planning, and commercial personnel within SPARK.
  • Draft various Invitation to Tender (ITT) documentation such as Scopes of Works, Pricing Schedules etc. Manage the tender process including but not limited to evaluating tenders and providing technical support. 
  • Chairing procurement subcontractor interviews with the Project Manager and producing evaluation reports. 
  • Producing and maintaining procurement schedules with the input of planners and wider MEI delivery team to ensure the execution of subcontractor contracts support required onsite dates/project milestones.  

System Design and Engineering 

  • Review of design documents and outcomes to ensure SPARK are meeting Project specific requirements, codes and regulations while remaining efficient and within the specified budgets. 
  • Completion of constructability and commissioning reviews of ITS design packs.  
  • Input into technical reviews for ITS works and other related design packages to ensure they have procured within budget and have delivered in accordance with programme requirements. 
  • Review of subcontractor shop drawings and procured items ensuring they meet design intent.  

Delivery & Project Management  

  • Develop and submit construction/commissioning work packs in conjunction with subcontractors’ scope of works. 
  • Manage subcontractor budgets, resources, and timelines to meet client expectations and project objectives. 
  • Communicate with internal disciplines, design team, clients, consultants, subcontractors, suppliers and authorities/regulators to ensure satisfactory completion of design, procurement, construction, commissioning and handover.  
  • Assist with updating weekly/monthly dashboard reports on site progress and any site issues that may be present or envisaged with an impact rating. 
  • Manage and input for the development of reports for recording and monitoring works progress with subcontractors which includes the recording and evaluation of completed works, cost incurred, deliveries, materials used and the retaining progress drawings. 
  • Troubleshoot onsite technical issues and propose innovative solutions to optimize system performance. 
  • Assist with evaluation of subcontractor monthly claims, variations and report possible claims upstream. 

Compliance and Quality Assurance 

  • Driving Subcontractor completion of digital quality records (ITR/ITP etc) in a timely fashion. 
  • Interpret and apply relevant codes, standards, and regulations to ensure compliance throughout the project lifecycle. 
  • Conduct quality assurance inspections and tests to verify system functionality and performance. 
  • Prepare documentation, reports, and certifications to demonstrate compliance with regulatory requirements.

Qualifications:

  • Bachelor’s or Master’s degree in Electrical Engineering, Electronics, Telecommunications, Civil or a related engineering discipline.
  • Minimum 2-5 years proven experience in the design, installation, and commissioning of ITS infrastructure on large scale infrastructure project(>$50M), particularly road tunnels or motorways.
  • Knowledge of cybersecurity principles related to ITS networks.
  • Strong knowledge of traffic management systems, SCADA, and communications networks.
  • Familiarity with Australian ITS standards (e.g., AS 4806) and relevant international guidelines.
  • Proficiency in software tools such as Revizto, AutoCAD, Visio, or relevant ITS modelling software.
  • Excellent problem-solving skills and the ability to analyse complex technical issues.
  • Strong stakeholder management and communication skills to engage with clients, contractors, and government agencies.
  • Ability to work effectively within a project-driven environment with tight deadlines
