About North East Link
The Spark Consortium has been selected for the Central Package of the North East Link Project - Victoria's biggest road project.
The Spark Consortium’s Design and Construction Contractor - which comprises Webuild, CPB Contractors, GS Engineering and Construction and China Construction Oceania - will deliver the twin three-lane tunnels and key interchanges for the project.
The Central Package will be delivered as a Public Private Partnership and provides three-lane twin tunnels that will close the missing link in Melbourne’s freeway network from the M80 Ring Road to an upgraded Eastern Freeway, reducing journey times and diverting heavy vehicles away from local roads. Up to 135,000 vehicles will use North East Link every day, reducing congestion in the north-east while maintaining local roads.

As the Facilities Manager, you will be the driving force behind the day-to-day running of our head office and project site facilities. From managing key suppliers and lease agreements to leading site administrators, coordinating relocations, and overseeing events, you’ll play a pivotal role in ensuring our teams have everything they need to deliver this city-shaping project.
Key Responsibilities:
- Manage the daily operations of the Spark North East Link head office, ensuring smooth and efficient facilities and administrative functions
- Lead and support a team of project site administrators and reception staff
- Act as the primary point of contact for building management, contractors, and maintenance enquiries
- Oversee office relocations, floor planning, and desk allocations
- Manage Spark-wide communications regarding building works, parking, and other workplace matters
- Develop and maintain registers and facilities manuals to track company vehicles, access passes, and equipment
- Manage the vehicle fleet, deliveries, lease agreements, and end-of-lease “make good” requirements
- Coordinate subcontractors and trades for building maintenance and improvements
- Oversee cleaning and presentation standards across offices
- Prepare monthly forecasts, budgets, and cost controls for office and facilities spend
- Coordinate shutdown periods and office works
- Manage travel and accommodation bookings
- Provide administration and coordination support to the People & Culture Team
- Assist with event planning and organise catering for meetings and events cross Spark central office as well as site project offices for Spark wide events
- Act as a “culture conduit” between head office and project sites, promoting best practice and collaboration
- Conduct site visits to ensure project offices are operating efficiently and consistently
- Chair the Spark United monthly team meeting to connect and support administrators and receptionists across sites
To be successful in this role, you will bring:
- Proven experience in facilities management, ideally within construction, corporate, or large commercial environments
- Strong knowledge of facility operations, maintenance, and health & safety regulations.
- Excellent organisational and problem-solving skills, with the ability to manage multiple priorities
- Strong stakeholder management and communication skills, with the ability to influence at all levels
- Experience with budget management, forecasting, and cost control
- Proficiency in Microsoft Office and facilities management systems
- A passion for culture-building, collaboration, and driving positive initiatives across diverse teams
Qualifications and Experience:
- Proven experience in facilities management preferably in construction or corporate/ commercial setting for large organisations
- Experience working in a construction environment will be highly regarded
- Strong knowledge of facility operations, maintenance practices, and health and safety regulations
- Passion for culture, dealing with stakeholders and driving initiatives
- Excellent organisational and problem-solving skills, with the ability to prioritise tasks and manage multiple projects simultaneously
- Have excellent communication skills and the ability to interact with stakeholders at all levels
- Proficiency in facilities management software and Microsoft Office applications
