About North East Link 

The Spark Consortium has been selected for the Central Package of the North East Link Project - Victoria's biggest road project. The Spark Consortium’s Design and Construction Contractor - which comprises Webuild, CPB Contractors, GS Engineering and Construction and China Construction Oceania - will deliver the twin three-lane tunnels and key interchanges for the project.

The Central Package will be delivered as a Public Private Partnership and provides three-lane twin tunnels that will close the missing link in Melbourne’s freeway network from the M80 Ring Road to an upgraded Eastern Freeway, reducing journey times and diverting heavy vehicles away from local roads. Up to 135,000 vehicles will use North East Link every day, reducing congestion in the north-east while maintaining local roads.

About the Opportunity

We are seeking for an experienced Stakeholder & Community Engagement Senior Advisor (or Advisor) to play a strategic role in the delivery of this landmark project.

The role provides advisory leadership on stakeholder engagement, community relations, and communications strategies across the project. You will lead engagement with key stakeholders—including government agencies, businesses, community organisations, schools, and residents—to support informed decision-making and maintain strong community trust throughout the construction lifecycle.

This role will work closely with senior project leadership, construction teams, and communications specialists to ensure stakeholder considerations are integrated into project planning and delivery, while safeguarding and strengthening the project’s social licence to operate.

This role will be accountable for (but not limited to):

  • Provide strategic advice and leadership on stakeholder and community engagement across the project.
  • Develop and implement proactive engagement strategies to support stakeholders in understanding and preparing for construction impacts.
  • Lead the management of complex stakeholder issues, risks, and reputational considerations, ensuring timely mitigation strategies are in place.
  • Partner with the construction teams to ensure coordinated messaging, stakeholder alignment, and compliance with project communication requirements.
  • Oversee the management of community enquiries, complaints, and feedback, ensuring issues are resolved effectively and insights are used to inform continuous improvement.
  • Represent the project in high-level meetings, information sessions, briefings, and stakeholder forums.
  • Build and maintain trusted relationships with internal and external stakeholders, including local community leaders, government representatives, and project partners.
  • Contribute to monitoring, reporting, and evaluation of stakeholder engagement activities to ensure best practice and project outcomes.

About You

You are an experienced engagement professional who brings strategic insight, sound judgement, and strong stakeholder management capabilities within complex project environments.

Key requirements include:

  • Tertiary qualifications in Communications, Public Relations, Stakeholder Engagement, or a related discipline.
  • Demonstrated experience working on major infrastructure or complex projects (experience with Tier 1 or Tier 2 contractors is highly regarded).
  • Proven ability to identify and manage stakeholder risks and opportunities in dynamic and high-profile environments.
  • Strong understanding of stakeholder landscapes, governance processes, and engagement frameworks.
  • Exceptional communication, negotiation, and relationship-building skills, with the ability to influence across all levels of stakeholders.
  • Demonstrated experience managing sensitive or complex stakeholder issues involving competing priorities.
  • Approximately 5–7+ years’ experience in stakeholder engagement, communications, or community relations roles.
  • Strong analytical and digital literacy skills, including stakeholder data management and reporting.
