About North East Link 

The Spark Consortium has been selected to deliver the Central Package of the North East Link Project - Victoria's biggest road project.

The Spark Consortium’s Design and Construction Contractor - which comprises Webuild, CPB Contractors, GS Engineering and Construction and China Construction Oceania - will deliver the twin three-lane tunnels and key interchanges for the project.

The Central Package will be delivered as a Public Private Partnership and provides three-lane twin tunnels that will close the missing link in Melbourne’s freeway network from the M80 Ring Road to an upgraded Eastern Freeway, reducing journey times and diverting heavy vehicles away from local roads. Up to 135,000 vehicles will use North East Link every day, reducing congestion in the north-east while maintaining local roads.

About the Opportunity

As the Permit to Work Manager, you will lead the development, implementation, and continuous improvement of the project's Permit to Work (PTW) system across all work locations. You will ensure robust governance, compliance, and assurance processes are in place, driving safe work practices through effective monitoring, auditing, and continuous improvement of the PTW framework.

This role will be accountable for:

  • Monitoring the permit to work system and associated procedures to ensure their currency and suitability for the project.
  • Supporting the Permit to Work Coordinators to develop and maintain constructive relationships with the construction, ME&I and commissioning team members in implementing the permit to work system.
  • Engaging with utility providers where required to ensure safe, compliant and productive outcomes for the project.
  • Engaging with applicable subcontractors to ensure safe, compliant and productive outcomes for the project.
  • Receiving and/or assisting with permit requests.  
  • Coordinating with engineers and project managers to coordinate the preparation and submission of permits.
  • Providing technical support to the Project Handover Team regarding the permit to work testing and commissioning system.   

Qualifications:

  • Diploma in relevant field
  • Trade background preferred

Minimum requirements for this role:

  • Experience in infrastructure, mining or oil and gas projects.   
  • A proficient level of knowledge and skill in Microsoft Office Systems. 
  • Experience in implementing and maintain a permit to work system.
  • The ability to identify issues or problems and develop solutions to resolve them. 
  • The ability to assume responsibility without direct supervision. 
  • A detail-oriented person with the ability to multi-task and meet deadlines. 
  • A team player with a strong work ethic and background in construction. 
  • A working level of knowledge in permit to work systems.
