Contracts Administrator – Procurement Specialist

The Project

CPB Contractors along with our industry partners are currently delivering the Rail, Integration and Systems (RIS) package, part of the Cross River Rail Project. Cross River Rail is a new 10.2 kilometre rail line from Dutton Park to Bowen Hills, which includes 5.9 kilometres of tunnel under the Brisbane River and the CBD.

The RIS package is crucial to the overall delivery and success of Cross River Rail, and its integration with the Queensland Rail network.  RIS will be delivered by the UNITY Alliance which brings CPB Contractors, UGL, AECOM, Jacobs, Queensland Rail and the CRR Delivery Authority together with partners HASSEL, RCS Australia, Acmena, Martinus Rail and WIRED Overhead Solutions to deliver the full scope of works over the next three years. This includes:

  • Rail, civil and electrical works.
  • Brownfield rail surface works primarily to the north of the tunnel, including an upgrade of Exhibition Station and a major augmentation of Mayne Yard.
  • Major new works to Clapham Yard.
  • Upgrade of suburban stations to the south.
  • Rail operational systems works.
  • Rail signalling works and communications, integration and commissioning activities.

Your Opportunity

Reporting to the Contracts Manager, we are currently seeking an experienced Contracts Administrator – Procurement Specialist to support and deliver procurement activities in line with the Procurement Management process on the Alliance.

 Responsibilities will include:

  • Execute the sourcing process for all procurement activities in area of scope.
  • Prepare tender documentation, commercial evaluations, negotiation plans and contract approval to award documentation including managing the internal review, endorsement and approvals processes.
  • Preparation of tender packages, Requests for Quotation, tender evaluations and Recommendations for Approval.
  • Support the negotiation and preparation of contracts for award.
  • Provide support and assistance to the broader Procurement team as required.
  • Continue and further develop the successful relationships with Subcontractors & Suppliers.
  • Working with the Delivery team, develop and finalise scope of work, tender evaluation criteria (both financial and non-financial), pricing schedule, drawings, specifications and program.
  • Facilitate and manage internal evaluation process of submitted tender documentation.
  • Develop recommendation for award documentation in line with Project Delegation of Authority matrix.
  • Prepare and issue Letter of Award and unsuccessful letters. 

Our minimum requirements for this role are:

  • Previous experience in a procurement role managing multiple procurement packages with exposure to contract negotiation
  • Relevant tertiary or vocational qualifications.
  • CIPS or equivalent accreditation preferable but not essential.
  • Minimum of 4 years' experience in a site-based role with exposure to all aspects of project delivery in a construction environment.
  • Experience in developing tender scope and interpretation of work packages.
  • Strong level written and verbal communication, with key awareness of project and contractual deadlines.
  • Strong attention to detail
  • Ability to manage multiple priorities in a fast paced, collaborative working environment
