The Spark Consortium has been selected to deliver the Central Package of the North East Link Project—Victoria's largest road project. This package, delivered as a Public Private Partnership, includes twin three-lane tunnels connecting the M80 Ring Road to an upgraded Eastern Freeway, reducing journey times and diverting heavy vehicles away from local roads. Up to 135,000 vehicles will use North East Link daily, alleviating congestion in the north-east while preserving local roads.
About the Opportunity
The Spark Consortium is seeking an experienced Electrical Package Lead/Project Manager to oversee the delivery of high-voltage (HV) and low-voltage (LV) systems, tunnel lighting, communication networks, fibre optics, Intelligent Transport Systems (ITS), and other key electrical infrastructure for the North East Link Central Package. The role focuses on delivering the electrical systems needed for the twin three-lane tunnels, buildings, and key interchanges.
The successful candidate will ensure that all electrical systems are designed, installed, tested, and commissioned to meet project requirements, safety standards, and operational goals. This position requires collaboration across various engineering disciplines for seamless system integration.
Key Responsibilities
- Project Leadership: Oversee the planning, execution, and integration of HV and LV systems, tunnel lighting, communication networks, and fibre optics within the tunnels and associated buildings.
- Team Management: Lead a team of engineers, site staff, and contractors, fostering a collaborative and high-performance culture.
- Vendor & Contractor Management: Manage relationships with suppliers and subcontractors to ensure timely delivery of materials and services while maintaining budgetary and quality standards.
- Compliance & Safety: Ensure all electrical installations adhere to safety regulations, industry standards, and project specifications. Promote a strong safety culture across the team.
- Cost Management: Oversee budgeting, cost control, and financial forecasting for the electrical systems. Identify opportunities to optimise costs without sacrificing quality.
- Scheduling & Monitoring: Maintain project schedules for the electrical works, ensuring tasks are completed on time and meet overall project milestones.
- Quality Assurance: Conduct inspections and testing to ensure electrical systems meet design and performance expectations.
- Collaboration: Work closely with civil and mechanical teams to integrate electrical systems into the broader infrastructure. Resolve issues and ensure optimised system performance.
- Digital Integration: Support digital tools like Building Information Modelling (BIM) for improved project coordination and performance monitoring.
- Risk Management: Identify and address risks early to prevent disruptions or safety concerns.
- Sustainability & Innovation: Apply sustainable practices and innovative technologies in the delivery of electrical systems, prioritising energy efficiency and long-term maintenance.
Qualifications
- Bachelor’s or Master’s degree in Electrical Engineering or a related field.
- At least 10 years of experience as an Electrical Project Manager/Lead, preferably in large-scale infrastructure or tunnelling projects.
- Expertise in HV/LV electrical systems, power distribution, tunnel lighting, and communication networks.
- Proven leadership in managing large, multidisciplinary teams.
- Strong understanding of electrical safety, regulatory, and compliance standards.
- Vendor management experience, including contract negotiations.
- Financial management skills, including budgeting and cost control.
- Familiarity with digital tools such as BIM and Revit.
- Strong problem-solving skills with a focus on project goals and safety.
- Ability to manage multiple priorities in a fast-paced environment.
