About North East Link

The Spark Consortium has been selected for the Central Package of the North East Link Project - Victoria's biggest road project.

The Spark Consortium’s Design and Construction Contractor - which comprises Webuild, CPB Contractors, GS Engineering and Construction and China Construction Oceania - will deliver the twin three-lane tunnels and key interchanges for the project.

The Central Package will be delivered as a Public Private Partnership and provides three-lane twin tunnels that will close the missing link in Melbourne’s freeway network from the M80 Ring Road to an upgraded Eastern Freeway, reducing journey times and diverting heavy vehicles away from local roads. Up to 135,000 vehicles will use North East Link every day, reducing congestion in the north-east while maintaining local roads.

About the Opportunity

To support the delivery of the North East Link Central Package we are seeking an experienced and motivated Commercial Manager to join our talented team. Reporting to the Senior Commercial Manager, the successful candidate will ensure financial and operational commitments are met or exceeded. Ensure that opportunities for the strategic development of the contract are exploited to deliver increased turnover and profitability and supporting the project decision making.

This role will be accountable for but not limited to:

  • Provide technical support to the Commercial team.
  • Establish and implement Project delivery commercial plans, procedures, and systems to align with the Head Contract PPP requirements.
  • Create and maintain a delivery commercial toolkit, including ongoing continuous 
    improvement.
  • Manage reporting and communication between upstream and downstream teams of key 
    commercial activities including change control, correspondence, claims, disputes and risks.
  • Maintain collaborative relationship with all key internal and external parties.
  • Administer the Head Contract and the ITC painshare gainshare regime.
  • Issues Management and Dispute Avoidance and Resolution
  • Change Management under the Head Contract PPP. 
  • Review and compile Modifications and claims to and from the Client.
  • Provide support on key project matters such as, but not limiting to, KRA, Milestones and Abatements.
  • Manage all formal correspondence and ensure all contractual obligations time bar obligations are met.
  • Administer the Interface Deed with the O&M provider.

Our minimum requirements for this role are:

  • Tertiary educated in Engineering, Commerce/Business, Law, Quantity Surveying or Construction Management or equivalent experience
  • 7 - 10 years of relevant experience
  • Strong experience in handling claims and disputes is highly desirable and will be considered an advantage.
  • Demonstrated commercial acumen and the ability to interpret and apply contracts
  • Understanding of relevant legislation
  • Ability to effectively prioritise and manage time and workload
  • Demonstrated ability to build and manage relationships and the ability to work in a high performing team
  • Detailed knowledge and demonstrated high level experience in project management, planning, budgeting, and cost control
  • Strong computer skills in MS Office, particularly Word and Excel, are required. Experience with Power BI is highly regarded
  • Effective interpersonal and written and oral communication skills
