The Project
The Logan and Gold Coast Faster Rail (LGC) Project will double the number of rail tracks and upgrade stations for a section of the Gold Coast Line from Kuraby, a suburb approximately 16km south of Brisbane’s CBD, to Beenleigh, a suburb of Logan City.
Key elements of the project scope include:
- Approximately 20km of new tracks and rail systems between Kuraby and Beenleigh stations, increasing the corridor from two to four tracks, including reconstruction of more than half the existing alignment
- Station upgrades to improve accessibility, safety and amenity, including platform straightening, and new pedestrian bridges
- Decommissioning of the existing Loganlea Station and tie-in of new track alignment to the new Loganlea station (which will be constructed as part of a separate project)
- Level crossing removals at Kuraby, Woodridge, Bethania and Holmview
- Park 'n' ride upgrades including a new carpark at Beenleigh Station
- Extension of the cattle siding at Holmview
- Active transport facilities and paths along the majority of the corridor
- Readiness for a European Train Control System (ETCS) Level 2 signalling system
Your Opportunity
Reporting to the WHS & Wellbeing Manager, your main responsibility is to work with project management team to provide guidance, clarity and support to lead the development and maintenance of safety culture. This role is critical for ensuring compliance with rail safety standards across the LGCFR project.
The role includes, but is not limited to:
- Support the implementation of the Rail Safety Strategy
- Manage the project’s Rail Safety Requirements including relationships with Regulators
- Manage the Safety content of the PMS
- Provide strategic governance advice, with a focus on the Essentials, PMS Safety Content and identifying areas of non-conformance and/or inconsistency across the business
- Manage training & implementation of system change management
- Conduct Critical Risk Reviews
- Lead or support major ICAM investigations
- Critically reviewing ICAM report reviews
- Support and/or review major project tenders
- Engage with regulators and auditors
- Support and facilitate risk management
- Develop, implement and monitor safety management systems to enhance operational safety performance
- Identify, assess and mitigate safety risks across the project
- Drive continuous improvement initiatives in rail safety policies, standards and practices.
- Collaborate with internal and external stakeholders to ensure alignment with rail safety objectives and compliance requirements
- Lead investigations into rail safety incidents, analyse root causes and develop preventative action plans.
- Provide expert advice and recommendations on safety-related matters to management and operational teams.
- Monitor and report on safety performance metrics, ensuring timely implementation of corrective actions.
To be successful in this role you will have:
- Tertiary (Bachelor) degree in Safety, Environmental, Project Management, Building, Construction
- Minimum 10+ years relevant experience
- Experience within the rail, transport, construction, mining & resources, or engineering industries (project experience) preferable
- Experience conducting and interpreting audits and reviews
- Training in high-risk activities such as Working at heights, confined space, and rescue training
- Experience in developing, analysing and reporting on complex project performance, compliance, and defects and/or non-conformance
- In depth knowledge of rail safety legislative requirements and all Australian Standards relating to relevant scope of works.
- Knowledge of Safety legislation and statutes and ability to interpret any applicable statutes or legislation relevant to Project.
- Experience using Safety & Rehabilitation Management Systems
- Proven facilitating and presentation skills e.g., focus groups and workshops.
- Ability to effectively prioritise and manage time and workload
- Demonstrated leadership skills and the ability to build a high performing team that delivers excellence
- Detailed knowledge and demonstrated high level experience in project management, planning,
- Effective interpersonal and written and oral communication skills
- Demonstrated commercial acumen
- Demonstrated high level decision making, negotiation and influencing skills
- Demonstrated ability to manage and resolve conflict in a high stress environment
