Purpose for the job:?
Under the direct supervision of the Deputy Representative Operations, manages the supply operations of a large country office. Responsible for planning, procurement, distribution, and monitoring of UNICEF's supplies, in support of the Country Programmes. The incumbent is responsible for managing the contracting for services and construction projects in the country.
Summary of key functions/accountabilities:
- Participates in the Country Programme strategy planning preview and review meetings and in the preparation of Plans of Operations and Plans of Action to advise on supply requirements. Develops Supply components of the Country Programme, including strategic sourcing options, contracting, and developing systems for storage and distribution of supplies to all project sites.
- Represents UNICEF Afghanistan CO in strategic meetings with HQ, RO, donors, and ministries, focusing on supply chain risk management, governance, and organizational planning.
- Responsible for logistics/supply planning through coordination with Operations/Programme Sections. Leads logistics, supply, and construction operations with annual throughput exceeding $200M, providing strategic direction and technical support on supply chain management.
- Develop supply strategies for Afghanistan, increasingly shifting towards developmental supply chains and emphasizing localization, digitalization, supply chain systems strengthening, and last-mile monitoring. Drives risk management initiatives, creating contingency plans to address supply chain disruptions, and ensuring operational continuity.
- Provides the managerial oversight for the procurement hub in Termez, Uzbekistan, diversifying sourcing and enhancing regional market resilience. Supports inter-regional collaboration with UNICEF offices in ROSA and ECA regions.

Minimum requirements:
Education:
- Advanced university degree in Business Administration, Management or a related technical field.
Work Experience:
- Ten years of progressively responsible professional work experience at the national and international levels in supply/logistics management, four years of which should be in developing countries.
- Experience from previous/current role in strategic supply management and service in an emergency duty station are considered strong assets.
Language Requirements:
- Fluency in English. Knowledge of local language and another UN languages is an asset.
Desirables:
- Developing country work experience and/or familiarity with emergency.
