The Public Partnerships Division (PPD) works to strengthen UNICEF's position as a partner of choice for children's rights among governments and public actors around the world. Along with the Private Fundraising and Partnerships Division (PFP), PPD advocates for sustainable partnerships and mobilizes flexible and predictable resources to achieve UNICEF's Strategic Plan results in the context of Agenda 2030. Risk management in the context of the Public Partnerships Division's (PPD) mission is an organizational and strategic function that enables the division to identify, assess, and thus become more efficient and resilient in its ability to anticipate, prevent, and/or mitigate public partnerships related risks. Continuously identifying and working on both residual and new risks associated with public partnerships allows PPD, as the risk owner, to be better equipped to deal with each specific typology of risk, either by using existing tools or by developing corrective guidance to help ensure the sustainability of public partnerships and provide adequate support to Country Offices. The Risk and Compliance Specialist (Partnerships) based in Brussels monitors, assesses, and mitigates risks across the EU Institutions funding portfolio, which amounted to close to USD 800 Million in 2024. This includes: a) providing partnerships advice around the Financial and Administrative Framework Agreement (FAFA) between the UN -including UNICEF-, and the EU, and on new contract modalities that may be envisaged, in close coordination with UN sister agencies; b) identifying risks of non- compliance in the FAFA agreement, c) supporting regional and country offices on meeting transparency obligations and best practices in compliance with the FAFA.
Purpose of the Job
The function serves the UNICEF-EU partnership, as an umbrella for and cooperates with existing support and control functions (PPD Senior Advisor for Systems, Analytics, Planning and Operations, Public Partnership Manager (Risk Management), Legal Office, Office of Internal Audit and Investigations, Division of Financial Management, Division of Global Communications, etc.), but also manages certain risk domains themselves (public partner risk, donor conditions related risks; fraud, misuse of funds; reputational risk; etc.) or in support of respective organization-wide committees and initiatives (e.g. ERM, Risk Committee).
Under the supervision of the Director of the UNICEF Partnership Office, Brussels, and with guidance as need from the NY PPD global Risk Manager, Incumbent will be responsible for leading the strengthening of risk assurance and compliance efforts for the UNICEF-EU partnership. This includes the design, implementation, and management of processes and systems that aims at assessing, measuring, monitoring and managing the overall partnership risk for UNICEF Brussels Office. Incumbent will be responsible for monitoring, assessing, and mitigating key strategic risks that may negatively impact UNICEF's ability to engage with public sector partners, including on issues of reputational risk and in the negotiation of funding agreements.
Key functions, accountabilities and related duties/tasks
1. Develop and implement new approaches, techniques, or policies for risk management inherent to the EU-UNICEF partnership, including the conception, development, communication, and maintenance of regulatory instruments within FAFA.
2. Provide quality professional input and advisory support for emerging or ongoing EU-UNICEF partnership initiatives, including complementary expertise, support, and monitoring related to the management of risk.
3. Plan, integrate, and coordinate the development, implementation, and continuous improvement of risk management practices at a process, systems, and entity level, as well as due diligence practices to ensure the sustainability of the EU-UNICEF partnership.
4. Lead the achievement of risk management objectives in alignment with organizational rules and regulations, acceptable ethical behavior, internal controls, information and technology security, sustainability, and quality assurance.
5. Analyze and report on the adequacy and effectiveness of risk management and internal controls.
6. Coordinate and oversee UNICEF Brussels' response to internal and external audits relating to the EU-UNICEF partnership.

- Education: Master or equivalent (Advanced University Degree) in Business Administration, Economics, Finance, Public Administration, International Business Relations, International Development, Financial Management, Operations Management, Strategic Management, Risk Management, Audit, Investigation, Internal Control, Statistics, Data Analysis and any other related fields.
- Work Experience: At least 5 years of relevant work experience in Audit and Investigation, Risk, Compliance, Internal Audit.
- Skills: Donor Relations, Financial Procedures, FAFA Knowledge, International Organizations, ERM Expertise, Financial Control
- Language Requirements: Fluency in English is required.
