How can you make a difference? 

Purpose of the job:

Under the direct supervision of the Contracts Manager, the Contracts Officer performs highly skilled work on UNICEF supply chains, and manages complex service contracting and client requests, which frequently requires the evaluation of difficult situations and adaptation of L3 SSOP and emergency procurement procedures and processes to resolve such cases. The selected Contracts Officer (P2, TA) shall have advanced supply chain work experience and technical skillset through formal training and experience. The function is characterized as highly independent and provides opportunities for Contracts Officer to function as the OIC Contracts Manager to supervise the team, provides oversight for the service contracting function and input into the design and development of improved supply chain services and delivery mechanisms.

Summary of key functions/accountabilities:

  • Ensures all contracting activities are in compliance with the UNICEF Financial Rules and Regulations, SD Manual, and all other applicable procurement procedures.
  • Works closely with programmes and partners on project/TOR design, TOR and work plan and coordination, issues of long term forecasting of service plan and funding availability. 
  • Ensure and coordinated planning of procurement and demand of the required services, including coordination on LPA if it is required. Review the requirements for RFP such as TOR, evaluation criteria, pricing structure, taxation and appropriateness of supply requests (PR and SO). Ensure terms and conditions are well understood by bidders / proposers. To take preventative measure to secure value for money, efficiency and timely completion of the project.

Minimum requirements:

Education:

  • A university degree is required in Business Administration, Management, Economics, Supply Chain Management, Logistics, Procurement, Contract/Commercial Law, International Development, Health or related social science field.

Experience:

  • A minimum of two (2) years of relevant experience, at the national and international levels, in supply, logistics, procurement, contracting, administration, and/or other directly related technical fields is required.
  • Understanding of the development and humanitarian work context is a must.
  • Emergency work experience is required.
  • Experience in managing complex and high-value institutional contracts is required.
  • Experience in handling construction contracts is a must.
  • Health supply chain management experience is an advantage.

Language Requirements:

  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Desirables:

  • Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
