Purpose for the job:
Under the guidance of the Health Manager (MNCAH), the Health Specialist will be responsible for supporting the development and preparation of the health programme and all also be responsible for managing, implementing, monitoring, evaluating, and reporting the programme progress of specific Maternal and Newborn health, including HIV/AIDs and quality of services of MNCH Health programme (within the country programme). The Health Specialist provides technical guidance and management support throughout the programming processes to facilitate the administration and achievement of concrete and sustainable results according to plans, allocation, results-based management approaches and methodology (RBM), organizational strategic plans and goals, standards of performance, and accountability framework.

Minimum requirements:
Education:
- An advanced university degree in one of the following fields is required: public health/nutrition, pediatric health, family health, health research, global/international health, health policy and/or management, environmental health sciences, biostatistics, socio-medical, health education, epidemiology, or another relevant technical field.
- A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
Work Experience:
- A minimum of five years of professional experience in one or more of the following areas is required: public health/nutrition planning and management, maternal and neonatal health care, or health emergency/humanitarian preparedness.
- Experience in developing national strategies, guidelines, standard operating procedures, and action plans for maternal and newborn health.
- Proficient in designing, implementing, monitoring, and generating evidence on national MNH quality of maternal care, and innovative interventions, along with strong analytical skills.
- A clear understanding of the complex healthcare systems in Bangladesh, along with experience in multi-sector collaboration.
Language Requirements:
- Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
Desirables:
- Experience in designing and implementing programmes in EmONC and MPDSR at national level scale-up.
- Experience working in a developing country is considered as an asset.
- Relevant experience in a UN system agency or organization is considered as an asset.
- Background/familiarity with Emergency situations.
- Experience in integrating midwifery-led care for improving maternal and newborn health into the national health systems.
- Experience in gender responsive programming for maternal newborn health and HIV/AIDs.
- Relevant experience at the country level, particularly in development, fragile settings, and humanitarian contexts.
