BACKGROUND
In 2024 and early 2025, a Climate Landscape Analysis for Children (CLAC) was conducted in Belarus by a team of national and international experts, with the support of UNICEF in Belarus. The analysis examined the baseline situation of climate and environment-related issues affecting children in the country.
The report was prepared in both Russian and English and submitted to the UNICEF Regional Office for Europe and Central Asia (ECARO) for validation. The English version was reviewed by ECARO Emergency Specialists, who provided comments and recommendations for improvement. Similarly, the Russian version was reviewed by UNICEF Belarus Monitoring and Evaluation Specialists, who also offered feedback for refinement.
Following a technical meeting and discussions with national experts, it was agreed that both language versions of the report require further revision and adjustment. Additionally, a Policy brief will be developed to accompany the report, aimed at informing national authorities. An action plan for adolescent engagement in climate change adaptation and mitigation will also be drafted, in consultation with adolescents.
Based on the above, UNICEF in Belarus will engage national experts to carry out the following assignments.
Purpose of Activity/ Assignment:
To review and finalize the CLAC report, incorporating feedback from UNICEF ECARO and UNICEF Belarus Country Office, and to develop a Policy Brief and Action Plan for adolescent engagement in climate change adaptation and mitigation, aligned with the CPD 2026–2030.
Scope of Work/ Key tasks:
- Review and Finalization of CLAC Report
- UNICEF ECARO Emergency Specialists (English version)
- UNICEF Belarus M&E Specialists (Russian version)
- Line Ministries (National stakeholders) review and feedback
- Analyze and incorporate comments and recommendations from:
- Ensure consistency and alignment between both language versions.
- Finalize the CLAC report in English and Russian for official use and dissemination.
- Development of CLAC Policy Brief
- Summarize key findings and recommendations from the finalized CLAC report in Rus to make them more precise in relation to UNICEF climate change agenda in Belarus (15 max)
- Draft a concise and accessible Policy Brief (10 pages) in Rus tailored for national authorities and stakeholders.Ensure the brief highlights priority areas for child-focused climate action in Belarus in line with the draft content:
- Overview of UNICEF’s Engagement in the Climate Agenda - a summary of UNICEF’s global and regional priorities in climate action, with a focus on child rights and resilience.
- Children’s Climate Risk Index (CCRI)
Presentation of Belarus’s position in the CCRI, highlighting key vulnerabilities and risks for children. - Belarus’s Commitments to Climate Mitigation and Adaptation
Overview of national climate policies and frameworks, including:- The Paris Agreement
- Nationally Determined Contributions (NDCs)
- National Adaptation Plans and other relevant strategies
- Why Children Must Be Central to the Climate Agenda
Evidence-based rationale for prioritizing children in climate policies, including developmental, health, and equity considerations.
- Key Climate Risks and Their Impact on Children in Belarus
Summary of the main risks identified in the CLAC report and their specific implications for children’s well-being and development.

- Development of Action Plan for Adolescent Engagement
- Design an actionable framework for engaging adolescents in climate adaptation and mitigation efforts in line with UNICEF strategic priorities in climate agenda, other UN initiatives (UNDP) and government priorities by 2030.
- Facilitate consultations with adolescents, including the Adolescent Advisory Group, and relevant stakeholders to inform the plan.
- Ensure the plan includes measurable objectives, activities, and indicators.
Supervision of the consultancy:
The overall supervision of the consultancy will be provided by the HIV/AIDS Specialist. The Consultant will work closely with the Republican Center of Ecology and Landscape History.

Qualifications
Education:
- University degree (Bachelors) in geography, environmental science, natural resource management, meteorology, social and economic development or related areas.
Work experience/Knowledge/Expertise/Skills required:
- At least 8 full years of extensive expertise in conducting similar research (having conducted research for UNICEF is an asset)
- Experience in environmental science, social policy and public finance, governance, private sector engagement, cost analysis in social areas;
- Excellent research and report writing skills
- Knowledge of English is an asset
