How can you make a difference?
Under the general supervision of the Chief Field Office with technical supervision from the Administration Manager and Programme Specialist (Quality Assurance), responsible for assisting with the management of operations activities in the areas of General Administration, and HACT. Assist in the monitoring of activities, implementation and responsible for VISION transactions related to the section’s requirements.
Summary of key functions/accountabilities:
- ADMINISTRATION
- Support the Effective Coordination of Transport Services.
- Supervises transport services, by ensuring a schedule for use of vehicles in conjunction with Kampala office.
- Reviews reports on use of Fuel, mileage, driver overtime records, and maintenance services.
- Supervises drivers.
- Management of Office Premises and Assets.
- Ensures the safekeeping, annual physical inventory, prepares reports, including cost analysis and recommends replacement/disposal of equipment and supplies.
- Reconciles physical inventory data with office records to ensure inventory taken is complete and identifies discrepancies for corrective action. Prepares annual reports on subjects to Country Office.
- Maintenance of office store and storage
- Assists in all matters related to security and maintenance of office premises.
- Records all stock movements and produce regular reports and statistics and ensures that all supplies are kept safe and secure as per SOP.
- HACT ASSURANCE
- Support to HACT planning and preparation of a fully integrated assurance plan during the programming process
- Participate in the preparation of HACT related materials/documentation to ensure incorporation of HACT in the country programming process.
- Support in developing a fully integrated HACT implementation plan (including HACT micro assessment plans and quality assurance plan annually.
- Prepare and follow up contracts with external service providers for the conduct of assurance activities
- Provide support to colleagues for planning of HACT activities in eTools
- Provide professional financial, operational and administrative assistance throughout the programming process by preparing, managing and/or executing a variety of technical and administrative tasks to facilitate the effective implementation of HACT.
- Serve as a reference person on HACT implementation and eTools in the office
- Participate in and assist with the preparation and regular updating of CO micro assessment and assurance plans.
- Undertake spot checks of implementing partners for the zonal office
- Provide technical and administrative support to external service providers in the execution of HACT activities and their entry in eTools, to ensure timely and efficient delivery of results.
- Prepare all documentation for the management of contracts with external service providers
- Support colleagues in updating information on eTools on partners and HACT assurance status
- Provide technical support to, and closely collaborate with, the Implementing Partners and Programme Specialist, Quality Assurance to ensure that HACT monitoring constitutes an integral part of the UCO comprehensive monitoring system.
- Provide technical support in the documentation and reporting of HACT plans and activities
- Assist with recording and update of risk ratings of implementing partners in VISION through regular review of the Vendor Master and provision of information to relevant colleagues in the Uganda CO.
- Share with implementing partners and CO staff HACT related reports, especially reports of assurance activities, to ensure adequate awareness and follow-up of identified issues.
- Coordinate between external service providers, implementing partners, and UNICEF colleagues for the implementation of HACT activities (contacts, organization of visits, sharing of documentation, etc).
- Participate in the review of assurance activity reports of implementing partners for quality check and the review’s recording in the e-tools.
- Coordinate with external service providers for the finalization of assurance activities reports, including based on UNICEF feedback.
- Assist with maintenance of records of relevant HACT related documentation inside and outside eTools, including CO decisions related to HACT.

Education: Completion of secondary education, preferably supplemented by technical or university courses in a field related to office/business administration and management or any other related field of discipline relevant to the job is an asset.
Work Experience:
- 6 years of relevant professional work experience with both national and international experience in office administrative or any other relevant function.
- Work experience in emergency duty station
