Background and Purpose of the Assignment
The Ministry of Health (MOH) of the Kyrgyz Republic, in collaboration with the United Nations under the Joint Programme “Bridging the Digital Health Divide in the Kyrgyz Republic”, is scaling up telemedicine services nationwide through the Telemed.kg platform. This platform, built on an open-source, cloud-based Digital Public Goods architecture developed by Intelehealth, enables secure, real-time, remote medical consultations and improves access to healthcare for underserved populations.
Currently operational in four districts across three oblasts, Telemed.kg will be expanded to six additional districts by the end of 2025, prioritizing primary healthcare for children in remote and mountainous areas. UNICEF will provide support to MOH to facilitate the technical integration of Telemed.kg with the National Electronic Health Records (EHR) System, ensuring compliance with Government Decree No. 744 (31 Dec 2019) governing state information system lifecycle management.
Objective
To provide specialized IT consultancy to guide the MOH working group through the full national registration, integration, and operationalization of Telemed.kg within the national digital health ecosystem, ensuring compliance with national e-health architecture standards, data protection regulations, and information security protocols.
Scope of Work
- Lead the completion of all six stages of the national registration process: 1) requirements validation & technical-economic justification; 2) software adaptation & configuration management; 3) deployment and commissioning; 4) system integration testing (SIT) and user acceptance testing (UAT); 5) controlled pilot deployment; 6) final acceptance/go-live approval.
- Ensure adherence to national interoperability standards, HL7/FHIR protocols (if applicable), and ISO/IEC 27001 information security controls.
- Prepare and validate comprehensive technical documentation including system architecture diagrams, functional and non-functional requirements, data flow diagrams, user/admin manuals, and disaster recovery/business continuity plans.
- Design and oversee secure migration of the Telemed.kg platform to MOH/Ministry of Digitalization infrastructure.
- Conduct training sessions for MOH technical staff and end-users on operations, troubleshooting, and security. Present required technical information at the relevant technical meetings and if it is required at Operational committee and SDG digital health meetings.
- Provide operational oversight during the warranty period including incident management, patch management, and SLA tracking.

- Education:
Bachelor’s degree in Computer Science, Information Systems, or related field (Master’s) or high level 5 years education in Computer Science, Information Systems, or related field are preferred). (15 points)
Knowledge/Expertise/Skills required:
Experience with national IT system registration and government digital transformation projects. (15 points)
- Proven track record in health IT systems including EHR integration. (15 points)
- Familiarity with government e-health regulations and data governance frameworks (20 points) .
- Fluency in English and working proficiency in Kyrgyz and/or Russian. (10 points)
