Scope of Work:

Evidence Generation to Inform Strengthening of PCB ECCD:

  1. Conduct of the assessment and review of the PCB ECCD, assessing its effectiveness and coherence based on the areas of inquiry: (1) Policy Framework, Practice and Implementation, (2) Effectiveness of PCB for ECCD, (3) Reforms and Sustainability for PCB ECCD within the PFM systems. Desk review to reference relevant ECD laws, guidelines, strategic plans, costed investment plans and its alignment to existing PCB ECCD.
  2. Generate evidence-based recommendations which will inform policy discussions supporting the institution of PCB ECCD and as relevant reference for PCB implementing agencies. Recommendations to further inform the development of the policy and accountability framework, results and monitoring framework, and action plan/roadmap for the institutionalization of the PCB ECCD.
  3. Facilitate policy dialogues and stakeholder engagement through meetings and consultations, including technical support to the discussions with PCB ECCD implementing agencies, PCB steering committee and other key counterparts. This includes preparation of proposed programme design, agenda, materials for validation and documentation of key insights and agreement to be included in the recommendations. Consultant can also provide inputs during dissemination activities and workshops related to PCB.
  4. Prepare assessment reports (draft, revised draft, final draft, and final report of the study) to be presented for policy discussion and required dissemination workshops. Revised drafts and final drafts of the study shall be presented for validation, feedback from stakeholders and suggestions/recommendations shall be incorporated accordingly in each cycle of the draft.
  5. Submit final report, policy note, and presentation materials which will be used for future actions and dissemination activities.

    • Desk review to reference relevant ECD laws, guidelines, strategic plans, costed investment plans and its alignment to existing PCB ECCD.

    • Validation workshop documented, with inputs recorded and considered in the validated/revised draft

 

Submission to PCB-SC, PCB ECCD implementing agencies (members of the PFF Task Team) UNICEF

Final report for comments

Final Draft Report submitted and endorsed by UNICEF, PCB-SC and PCB ECCD task team. Report to include:

    • Analysis on the current practices and implementation, effectiveness of PCB ECCD
    • Policy recommendations co-created with implementing agencies for strengthening PCB ECCD, relevant to inform development of policy and accountability framework, results and monitoring framework, and action plan/roadmap for strengthening of PCB ECCD

Qualifications and Competencies of Successful Consultant:

  • Masters degree or equivalent in Economics, Business, Public Administration, Public Finance, the Social Sciences or a related field.

Knowledge/Expertise/Skills required:

  1. 8 Years of experience in providing consultancy/training/advice to public institutions, decision-makers, experts and/or other relevant parties in PFM systems, In lieu of Master’s degree. 
  2. Demonstrated experience in drafting reports and follow-up recommendations.
  3. Prior knowledge on programme-based budgeting, and the relevant PFM-related laws, rules, regulations, and systems relevant to the gender PFM.
  4. Understanding on ECCD and PCB is considered as advantage.
