    The purpose of this consultancy is to support the Ministry of Community Development and Social Services (MCDSS), in collaboration with key stakeholders, to update the Shock Responsive Social Protection (SRSP) Standard Operating Procedures (SOPs) for Zambia, by incorporating recommendations from the two completed evaluations of the 2024 Drought Emergency Cash Transfer (DECT). The assignment will translate existing findings and experience into clear, practical and implementable SOP provisions responding to shocks through the social protection system, particularly the Social Cash Transfer (SCT) programme delivery infrastructure. The assignment will ensure that the SOPs are aligned with relevant legislation, policies, and other legal and operational frameworks, while incorporating lessons and recommendations identified in the two DECT evaluations.
