The vision of the UNICEF Sustainable WASH Innovation Hub (WASH Hub) is to be a global home for building, accelerating, and scaling transformational climate resilient solutions for a WASH secure future of universal and equitable access to services, addressing the full ambition of the SDG6. The WASH Hub sources, pilots and scales transformational climate-resilient solutions that respond to key programmatic challenges that, if solved, will unlock faster progress for a water secure future for children and young people. The Monitoring and Evaluation (M&E) Consultant will support the WASH Hub with technical expertise in monitoring, evaluation, and evidence generation for its innovation solutions. The Consultant will provide a comprehensive framework for assessing the effectiveness and impact of water, sanitation, and hygiene (WASH) initiatives supported by the Hub in different regions and countries. The deliverables will include the development of M&E frameworks, tools, data collection methodologies, and performance indicators to track progress, measure outcomes, and ensure accountability. The consultancy will also establish a robust system for data analysis and reporting, facilitate capacity-building for local stakeholders, and offer recommendations for continuous improvements in data collection, analysis, documentation and reporting for the Sustainable WASH Hub.

The Social Policy Officer (Public Finance for Children – PF4C) supports the implementation of UNICEF Ukraine’s agenda on equitable, transparent, and child-centred public finance and local governance. The incumbent provides technical assistance, analytical support, and coordination for national and subnational efforts to strengthen budget planning, public investment management, and fiscal decision-making that advance children’s and families’ well-being in both humanitarian and recovery contexts. Ukraine is undergoing a complex fiscal and institutional transformation, including amid recovery from war, decentralization, and integration with the EU. Local governments play an increasing role in service delivery, while fiscal space remains constrained and public investment needs are unprecedented. Against this backdrop, UNICEF’s PF4C work aims to ensure that every hryvnia invested by the state contributes to inclusive human-capital development and the realization of child rights. the Social Policy Officer contributes directly to this goal by helping partners integrate equity, gender, and child-sensitivity principles into national and local budgeting and planning processes.

The consultant will support the CEED Section to articulate compelling child-sensitive priorities and costing into the final narrative, and to advocate within the Technical Working Groups (TWGs) for inclusion of interventions that demonstrably benefit children. In parallel, UNICEF and the Center for Implementation of Investment Projects (CIIP) are preparing a joint Green Climate Fund (GCF) education resilience programme. This process requires close coordination with an international consulting team on pre-feasibility analysis, day-to-day engagement with UNICEF RO/HQ and GCF HQ, and iterative development toward a Funded Funding Proposal (FFP).
