How can you make a difference?

UNICEF East Asia and Pacific Regional Office is seeking an individual consultant to operate under the guidance of the Regional ICT Chief and collaborate closely with the Unit. Their role is to assist with research, policy and analysis for digital transformation initiatives conducted by UNICEF in the East Asia and Pacific Region.


Purpose:

Through policy review and analysis, the assignment supports the EAPRO Digital Transformation team with the development of inclusive digital policies, strategies and best practices that ensure equitable access to a digital future for children, young people and their caregivers. This work aligns with UNICEF's commitment to promoting digital inclusion as a core component of the achievement of the Sustainable Development Goals. It also supports the implementation of the Digital Transformation Strategy.


Expected Outcomes:

1) Through analysis of existing digital impact policies and guidance and identification of how they support programme activities this work will inform future capacity analysis and building initiatives by the Digital Impact Team for programme managers and advisors in Country Offices. This will lead to enhanced sharing and comprehension of various Digital Transformation policies and guidance (country, UNICEF, regional, UN, partners).

2) Thematic and programme research, focusing on strategic and operational issues, supports and generates evidence for improved visibility of regional DX priorities in programme components, cross-cutting issues, implementation modalities. This helps to support advocacy efforts for UNICEF’s role in promoting child rights in a digital environment.

3) Digital programmes, informed by research and analysis, are ready to scale and are more aligned with donor expectations. This will improve the potential to attract additional funding and support better visibility of the digital impact work.


Work assignment (remote/ home-based modality, not office based), expected deliverables and delivery schedule:

The consultancy focuses on 3 major tasks (mentioned below). The objective is to enhance review and analysis capabilities for digital transformation to drive impactful outcomes for children. This involves leveraging digital tools and methodologies to gather comprehensive data, conduct thorough assessments, and generate actionable insights. By prioritizing research and analysis, we aim to inform strategic decisions, optimize programme effectiveness, and ensure that every initiative is grounded in evidence-based practices.

To qualify as an advocate for every child you will have…

Educational Background: Preferable master’s degree in public administration, political affairs, IT or a related field. 7 years’ experience in lieu of master's degree.

Relevant Work Experience: Proven experience in digital transformation, working in UN, CO or RO experience. Previous work in similar roles involving the analysis, implementation and capacity building of digital policies.

Digital Literacy: Strong understanding of digital technologies, trends, and tools.

Strong analytical and writing skills: Experience writing reports and conducting policy analysis

Stakeholder Engagement: Experience in engaging and building relationships with various stakeholders, including internal teams, external partners, and target audiences.

Knowledge of UN: Familiarity with UNICEF's work and the Sustainable Development Goals and the wider UN context.
