The Country Programme of Cooperation between the Government of Mozambique and UNICEF (CPD) for 2022-2026 aims to support Mozambique to accelerate efforts towards achieving the targets of the 2030 Agenda for Sustainable Development and meeting its commitment to respect, protect and fulfil the rights of children, in line with the Convention on the Rights of the Child (CRC) and the Core Commitments for Children in Humanitarian Action. It derives from the United Nations Sustainable Development Cooperation Framework (UNSDCF), 2022–2026 and aligns with the Government Five-Year Plan 2020–2024, the National Development Strategy 2015–2035 and relevant sector policies and programmes.

How can you make a difference? 

Under the direct supervision of the Health Manager (P4), the Health Specialist (Health Systems Strengthening) will provide operational support to strengthening Health Information Management Systems (HIMS) across Mozambique. This includes advancing the interoperability of digital health tools and data systems to ensure timely, accurate, and integrated monitoring of health outcomes, resource use, and partner investments. This support also includes the co-development and rollout of an Evidence-Based Planning (EBP) tool with embedded bottleneck analysis, enabling district and provincial planners to produce high-quality, equity-responsive annual plans. The aim is to bolster national and decentralized capacity for evidence-based decision-making, both for the health sector at large and specifically for UNICEF’s programming in child health, nutrition, immunization, and community health. By bridging national strategies with global   investments, and aligning operational implementation with robust data systems, the Health Specialist (HSS) will help ensure that Mozambique’s health system transformation is country-led, community-rooted, and results-driven ultimately enabling every child to survive, thrive, and reach their full potential.

To qualify as an advocate for every child, you will have…

Minimum requirements:

  • Education: An advanced university degree (master’s or higher) in one of the following fields is required: public health, health financing, health research, global/international health, health policy and/or management, social sciences, or another relevant technical field.  A bachelor's or equivalent first level university degree in a relevant area combined with 2 additional years of relevant work experience may be accepted in lieu of an advanced university degree.
  • Work Experience: A minimum of five (5) years of relevant professional experience at international level in health programmes with a focus on health systems strengthening and support, including strong experience in planning, coordinating, monitoring, documenting and reporting on issues related to strengthening wider health partner coordination systems including the SWAp’s and strengthening of the health system is required.
  • Language Requirements: Fluency in English and knowledge of Portuguese is required. 

Desirables:

  • Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts. 
  • Previous experience of working with UNICEF and/or the Ministry of Health in Mozambique or supporting health partner dialogue are considered an advantage.
  • Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.
