BACKGROUND

Purpose of Activity/Assignment: 

The fundamental mission of UNICEF is to promote the rights of every child, everywhere, in everything the organization does - in programs, in advocacy, and in operations. Related to this mission, UNICEF is directly involved in addressing gender-based violence (GBV) in some of the world’s most intense and complex conflicts and disasters. GBV in its various forms constitutes a global crisis which undermines social and economic progress; as one of the world’s greatest human rights violations, GBV must be addressed to ensure universal rights and principles with regard to equality, security, liberty, integrity and dignity of human beings.  Addressing gender-based violence in emergencies (GBViE) is recognized as a life-saving measure and an essential component of humanitarian action. UNICEF has made GBViE (prevention, risk mitigation and response) one of its targeted priorities in its Strategic and Gender Action Plans (GAP) 2022-2025, as well as in the Child Protection Strategy. GBViE contributes to the results under Goal Area 3 and is a cross-cutting priority across the Strategic Plan, making GBV risk mitigation one of UNICEF’s change strategies and a key contributor across all Goal Areas. GBViE risk mitigation cuts across all sectors and areas of work in UNICEF’s Core Commitments for Children.

Amidst the ongoing armed conflict in Sudan, sexual violence against children is of particular concern. A report recently released by UNICEF paints a searing picture, with service providers responding to hundreds of rape cases against children in just the beginning months of 2024. These figures represent only a small fraction of total cases. Survivors and their families are often unwilling or unable to come forward due to challenges accessing services and frontline workers, fear of the stigma they could face, rejection from their family or community, and retribution from armed groups. In response to the ongoing conflict, UNICEF HQ and UNICEF Sudan developed a joint action plan to improve access to specialized GBV case management services for child survivors.

During the duration period of the contract, the consultant will support the following activities:

1.         Mapping and linking potential GBV service entry points to specialized GBV case management services, with a particular focus on child survivors of sexual violence;

2.         Formalizing standard operating procedures and referral protocols for responding to different types of cases (child survivors, mandatory reporting, etc.);

3.         Training community volunteers and outreach workers on how to safely and appropriately respond to disclosures and make safe and ethical referrals when GBV survivors ask for help (based on the GBV Pocket Guide);

4.         Developing a Caring for Child Survivors of Sexual Abuse (CCS) case management protocol tailored to Sudan to support local service providers to integrate CCS into all stages of their programming, including emergency contingency planning (based on the updated Caring for Child Survivors (CCS) of Sexual Abuse Guidelines and associated Training Package);

5.         Sharing the resources and learning through global GBViE fora, including the GBV case management task force convened under the umbrella of the GBVIMS. 

Scope of Work:

Under the supervision of the Child Protection Specialist - GBViE, the consultant will be responsible for the following key deliverables:

1.         Provide technical support to improve safe access to quality GBViE services;

2.         Provide technical support to interagency GBVIMS+/case management coordination and capacity development.

The consultancy will be home-based with travels when need be/feasible. 

Terms of Reference / Deliverables

Provide technical support to improve safe access to quality GBViE services

Contribute to the development of a country-specific case management Protocol (incl. emergency contingency planning), with focus on child survivors of sexual violence. This will be done in close coordination with the Country Office and relevant GBV and CP local actors.

Qualifications

(1) Education

Advance University Degree (Masters) in Social Work, Psychology, Sociology, Women’s Studies, Political Sciences, Human Rights and International Law, Public Health, other related degree or equivalent programming experience

Language Proficiency:

Fluency in English and French (verbal and written) is required. 

Knowledge of other UN languages is considered an asset for this role.

(2) Knowledge/Expertise/Skills required:

•     8-10 years relevant experience, preferably including GBV programming in humanitarian contexts.

•     Deep understanding of GBV guiding principles and what it means to provide a survivor-centred response.

•     Demonstrated experience managing GBV case management programs and/or providing technical support/supervision on GBV case management.

•     Demonstrated experience developing and facilitating service delivery related resources and tools.

•     Excellent Computer skills, including MS Word, Excel

•     Demonstrated organizational skills, including the ability to work independently and productively with multiple stakeholders in a fast-paced environment.

•     Flexible work attitude: the ability to work productively in a team environment and independently, and to handle requests or issues as they arise.

•     Demonstrated understanding of issues related to confidentiality, data safety/security and other ethical concerns related to the sharing of sensitive data between humanitarian agencies.

•     Excellent interpersonal and communication skills: the ability to successfully and effectively liaise with people in a wide range of functions in a multi-cultural environment.
