About the Position: 

The Resource Planning and Budget department provides the campus community with State and CSU budget policies. We seek an exceptional individual to join our team as the Assistant Vice President of University Budget Administration (Administrator III). The ideal candidate in this role should have a positive attitude, an active, energetic mind, and a leadership style that is characterized by highly ethical practices and a commitment to diversity, openness, flexibility, integrity, and kindness.

The Assistant Vice President of University Budget Administration plays a critical role in providing strategic leadership and expert operational management for the University Budget Administration department. While reporting directly to the Senior Associate Vice President for Financial Services, the Assistant Vice President will also provide critical analysis, strategic financial planning recommendations, and budget policy guidance for all senior-level campus leaders regarding the University’s annual operating and capital budgets, including auxiliary and self-supported operations.

Under the direction of the Chief Fiscal Officer and Senior Associate Vice President for Financial Services, the Assistant Vice President is responsible for leading the University’s budget planning, development, management, analysis/reporting, and allocation processes. The position will work with campus leadership to ensure adherence to state and systemwide budget policies and procedures, including university budget accountability and performance standards.

Is responsible for designing, developing, and directing a budget planning, analysis, and assessment program that delivers reliable decision-making information and tools that support strategic business decisions impacting the University. Provides comprehensive fiscal reporting, analytical, and advisory services offering insightful conclusions that will help University leaders better understand the University’s fiscal position and long-term fiscal and operational impacts of strategic decisions.

Oversees month-end and year-end fiscal closing of budget ledgers and ensures all other required deadlines are met. This position is also responsible for disseminating budgetary information to keep campus constituents informed. Works collaboratively with campus constituents to promote accountability and compliance and contribute to the University’s business planning, strategy review, and review of various programs.

The Assistant Vice President leads the activities of the University Budget Administration team to conduct financial planning, development, and evaluation of multi-year financial plans/programs, revenue and expenditure forecasting, capital budget proforma development and evaluation, debt analysis, chargeable rate review, business modeling and analysis for all auxiliary organization annual budgets and enterprise activities. The Assistant Vice President will serve on the Financial Services Management Team, support the campus Planning Resource Budget Committee, participate in the Campus Fiscal/Budget Officer’s Group, and serve on various campus-wide committees as needed. Essential Qualifications

Bachelor’s degree in Finance, Business Administration, Economics, or related field from an accredited college or University and a minimum of seven years of progressive experience in budget operations and management. Experience analyzing, interpreting, projecting, and reporting financial and program data. Experience managing budget operations and systems implementation experience. Ability to understand and analyze complex problems from a broad, interactive perspective and readily develop proactive solutions that integrate strategic goals into tactical operations. Familiarity with the principles and practices of governmental budgeting and accounting. Knowledge of policies and procedures and pertinent laws and regulations of governmental budgeting. Working knowledge of budget planning, preparation, administration, and analysis involving the study and/or evaluation leading other development or improvement of administrative policies, procedures, practices, or programs. Knowledge and experience with budgeting processes as they relate to various funding sources. Experience preparing budget requests and other financial and program reports and utilizing financial and program data to formulate recommendations for action.

CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to complete the background check satisfactorily may affect the continued employment of a current CSU employee who was conditionally offered the position.  

Preferred Qualifications

Master’s degree in Finance, Business Administration, Economics, or a related field from an accredited college or University. Experience in the California State University (CSU) or other large, complex, public higher education organization. Experience in a large, complex, publicly funded institution. Knowledge of state legislative and funding processes impacting higher education or public agency. Familiarity with strategic enrollment management and its impact on financial planning. Project management experience, including implementation of financial analytical solutions.
