The City of Casey is one of Victoria’s largest, fastest growing and most diverse cities.
We have a proud history of providing quality kindergarten programs to one of the largest populations of children in Victoria. In April 2024 Council made the decision to continue to provide kindergarten services to the Casey community. We currently manage 47 kindergartens with over 300 Educators, making the City of Casey one of the largest Early Years Managers in the State.

A bit about the role
This is a unique opportunity to make an impact on the future delivery of Kindergarten Programs in the City of Casey. You will be responsible for providing strategic oversight and leadership to the Kindergarten Program team, developing and overseeing delivery of long term plans to meet the changing needs of the community and the implementation of the Best Start Best Life policy reform.
What you’ll deliver
- Lead the Kindergarten Program team including overseeing and coordinating all aspects of the strategic operations, service delivery, and business improvement.
- Proactively identify and pursue opportunities for innovation, continuous improvement, and operational efficiency to enhance service delivery and community impact.
- Develop and enhance strong connections with stakeholders and the sector to maintain a partnership approach to service delivery.
- Use evidence and data to analyse trends and inform service planning and advocacy and partnership priorities.
- Oversee and respond to issues related to the operation of Casey-managed services and their compliance with all legislative and regulatory requirements
- Undertake the responsibilities of person with management or control on behalf of the Approved Provider, City of Casey, for council operated kindergarten services
- Foster a high-performing team culture by embedding a collaborative leadership model that drives role clarity, accountability, and capability development.
What you’ll bring
- Demonstrated leadership capabilities with the ability to create an environment where staff feel involved, valued, engaged and clear on shared goals.
- Strong leadership experience within the education and care sector.
- Proven success leading productive relationships with government departments, agencies, and the broader youth sector.
- Commitment to collaboration and consultation, ensuring cross functional co-operation to achieve high quality outcomes for the community.
- Financial and operational acumen with the ability to effectively manage team budgets, including forecasting and resource planning.
- Understanding of Victorian Early Years Reforms, Victorian Government policy direction, National Early Years Framework and National Care and Education Regulations
- Bachelor of Early Childhood Education or equivalent approved Australian Children’s Education and Care Quality Authority (ACECQA) qualifications.
- Willingness to undergo pre-employment background checks including National Criminal History Check, Working with Children Check, Eligibility to Work check, and Psychometric Testing
- A curious, collaborative, and inclusive community mindset.
