About the Role 

You will deliver strategic land use planning across Casey’s growth areas, major activity centres and key investment locations, while driving the effective management of the Contributions Plan Reserve and Public Open Space Contributions Reserve to fund critical municipal infrastructure.

Lead high‑quality research, data analysis and innovation that advance sector‑leading strategic planning and contributions management, and clearly communicate emerging priorities, indicators and trends to internal and external stakeholders.

What You’ll deliver

  • Lead the preparation, implementation and review of key strategic plans—including Precinct Structure Plans, Contributions Plans, Structure Plans and Development Plans—and oversee major strategic planning projects and planning scheme amendments.
  • Provide coordinated strategic direction for the planning of growth areas and major activity centres, ensuring high‑quality advice to Council, Executive leaders and internal teams.
  • Oversee effective management of the Contributions Plan and Public Open Space reserves, including infrastructure agreements, system improvements and financial sustainability.
  • Build strong relationships with government agencies, developers and community stakeholders, representing Council at planning panels, committees and tribunals to achieve collaborative, customer‑focused outcomes.
  • Demonstrate strong leadership, financial acumen and organisational capability fostering innovation, managing risk, promoting cross‑functional collaboration and creating a high‑performance team environment.

What You’ll Bring 

  • Tertiary qualification in town planning or a related discipline, supported by substantial relevant experience; strategic land use planning expertise is highly regarded.
  • Proven ability to operate effectively and lead, motivate and support teams in a complex, evolving and ambiguous environment.
  • Exceptional communication and interpersonal skills, with the capacity to build strong stakeholder relationships, influence outcomes and represent the organisation confidently.
  • Highly developed analytical, organisational, reporting and presentation abilities.
  • Strong strategic thinking capability with a clear understanding of economic, political and social factors influencing local government and the development sector, and the ability to translate emerging priorities and trends into meaningful insights for Casey.
  • Willingness to undergo pre-employment background checks including National Criminal History Check, Working with Children Check, Eligibility to Work check and Psychometric Testing.
