About the Role

This role provides strategic and operational leadership across creative arts, destinations, civic and community events, and library services, ensuring programs and facilities consistently deliver inclusive and impactful experiences that respond to evolving community needs.

With a strong understanding of the creative and public sector environment, the Manager Creative Communities builds trusted partnerships with artists, creative groups, community organisations, service providers and State and Federal Government to advocate for investment, influence outcomes and deliver community wide benefits.

As a senior leader, the role requires strong commercial and political acumen, sound financial management and the ability to navigate complex stakeholder environments. The Manager Creative Communities leads and inspires multidisciplinary teams, drives innovation and continuous improvement, and ensures services are well governed, financially sustainable and aligned with Council’s strategic priorities and values.

What You’ll deliver

• Provide strategic and operational leadership for Council’s arts, culture, libraries and events portfolio, including premier venues, facilities and city‑wide programs, positioning Casey as a leading creative and cultural destination.
• Deliver inclusive and impactful programs and experiences that drive participation, access, wellbeing and cultural equity, and reflect the diversity and evolving needs of the community.
• Lead, inspire and develop multidisciplinary teams, setting clear direction, fostering collaboration, and building a positive, accountable and values driven culture.
• Build and manage strong partnerships and advocacy relationships with artists, creative groups, community organisations, service providers and State and Federal Government to deliver outcomes, secure funding and influence sector policy.
• Ensure sound governance, financial sustainability and commercial performance, including budget management, risk and safety oversight, reporting to senior leadership and Council, and driving continuous improvement and innovation.

What You’ll Bring

• Senior leadership expertise within arts, culture, events or libraries, with a proven ability to lead complex portfolios, inspire high‑performing teams and deliver outcomes at scale.
• Strong arts and cultural sector knowledge and political acumen, enabling you to navigate government environments, understand funding and policy contexts, and advocate effectively for arts, culture and community events.
• A track record of delivering inclusive, high‑quality and innovative programs and facilities that drive participation, access, wellbeing and positive customer experience, reflecting community diversity and changing needs.
• Exceptional stakeholder engagement, negotiation and influencing skills, with the ability to build trusted partnerships with artists, community organisations, service providers and State and Federal Government agencies.
• Commercial and financial acumen, including experience managing significant budgets, ensuring financial sustainability, applying sound governance and risk management, and balancing creative ambition with strategic and operational priorities.
• Willingness to undergo pre-employment background checks including National Criminal History Check, Working with Children Check, Eligibility to Work check, Psychometric Testing, and Functional Assessment (Medical/physio).
