Job Description

Reporting to the Supervisory Construction Field Representative (SCFR), the Construction Field Representative (CFR) will provide daily inspections for quality assurance of Capital and/or Non-capital construction projects. Responsibilities include daily reports, coordination with contractors for quality control/quality assurance, and coordination with other third-party inspectors as required. The position will ensure design compliance during project construction for multiple concurrent construction projects, and that projects are constructed according to the approved drawings from construction implementation through post-construction. In addition, the position will monitor the construction of projects for general conformance with the programs as defined by the University ensuring compliance with university design and construction standards, policies, and procedures for quality assurance and control.

The CFR will also:
• Assist in the development and management of construction project delivery schedules in compliance with funding authorizations, university program requirements, and project approval guidelines.
• Apply professional design and construction knowledge to monitor assigned projects through construction.
• Build consensus and teamwork with a disparate group of stakeholders, consultants, and contractors.

Required Qualifications

• Bachelor's Degree in Construction Technology, Engineering, or related field and/or training and experience equivalent to a bachelor's degree.
• Experience with complex building and infrastructure design and construction, including all types of major building construction methods.
• Demonstrated conflict resolution and negotiation skills.
• Working knowledge of site/building design with a basic emphasis on construction processes.
• Ability to provide recommendations and construction oversight with excellent communication skills.
• Ability to interpret design/construction documents, drawings, schedules, building codes, and construction means and methods.

Preferred Qualifications

• Experience on "state-owned" projects with knowledge of Capital Outlay directives and higher education facilities requirements.
• Knowledge of scheduling software (MS Project, Primavera, etc.), Bluebeam, Project Management Information System (PMiS) platforms (Procore, BIM 360, etc.), and Microsoft Office programs.
• Experience with the processes and policies of the Commonwealth of Virginia Construction and Professional Services Manual (CPSM) and/or Virginia Tech CPSM and Virginia Tech Design & Construction Manual.
• Understanding of Erosion and Sediment Control measures and installation practices with basic emphasis on compliance inspections, reporting, and Stormwater Pollution Prevention Plan (SWPP) monitoring.

This is a full-time, calendar year, restricted appointment which may be renewed annually. However, there is no presumption of renewal for this appointment. Continuation of this appointment, even during the initial year, is subject to the availability of funds, the need for services, and satisfactory performance.

The successful candidate will be required to have a criminal conviction check.
