Job Description
The Virginia Management Fellows (VMF) Program Manager serves as an Administrative and Professional (A/P) faculty member responsible for the academic–administrative leadership, instructional coordination, and strategic support of the Virginia Management Fellows Program. VMF is a collaborative initiative between Virginia Tech and the Virginia Department of Human Resource Management (DHRM), designed to prepare emerging leaders for impactful careers in state government.
This role serves as the primary Virginia Tech liaison to DHRM, supporting the co-design, delivery, evaluation, and continuous improvement of the fellowship across its lifecycle. The Program Manager ensures alignment with Commonwealth workforce priorities while advancing Virginia Tech’s land-grant mission through applied education, public engagement, and workforce development. The position requires occasional evening or early morning commitments for programming and regular engagement with fellows, faculty, agency leaders, and partners.

Required Qualifications
• Master’s degree in public administration, public policy, political science, or a closely related field
• Leadership experience or seasoned professional background in local, regional, or state government, nonprofit organizations, or public agencies
• Demonstrated ability, or strong potential, to provide high-quality, practice-oriented instruction
Preferred Qualifications
• Experience teaching or developing experiential learning, internships, applied projects, or practitioner-focused coursework
• Experience working with or partnering with government or workforce development entities
• Background in fellowship, leadership development, or rotational programs
• Experience leading collaborative teams

Additional Information
The primary work location for this role is on-site at the VTIPG Richmond office location with occasional telework permitted.
