Job Description

Virginia Tech is seeking a collaborative, highly motivated, and expert Senior Technical Analyst to lead the Data and Analytics division of the Human Resources Information Technology (HRIT) department. Reporting directly to the Senior Director of HR Information Technology, this critical leadership position is responsible for bridging applications development and data analysis functions to deliver high-quality, secure, and actionable insights across the university's workforce.


The Senior Technical Analyst provides day-to-day operational leadership and supervision to a hybrid team consisting of Applications Developers and Data Analysts. This role serves as a key technical architect, project leader, and analytical consultant for projects within Human Resources and to the broader Virginia Tech IT architecture. The successful candidate will design, maintain, and optimize robust HR data pipelines, dashboards, and reporting systems; enforce rigorous data security, privacy, and compliance guidelines; and collaborate extensively with HR leadership and broader university stakeholders to foster a modern, data-driven decision-making culture.

Key Responsibilities
• Team Leadership & Supervision: Mentor, supervise, and coordinate a technical team of Applications Developers and Data Analysts. Manage task assignments, workloads, scheduling, performance evaluations, and team development.
• Technical Architecture & Development: Direct the technical design and integration of HR applications, databases (such as Oracle, PL/SQL, MySQL, and PostgreSQL), and enterprise systems. Document and enforce development best practices and robust testing plans.
• Data Analytics & Strategic Reporting: Lead the design, configuration, and enhancement of data-driven dashboards, visualizations, and automated and ad-hoc reporting solutions (using tools like PowerBI and Strategy) to support HR Talent and executive decision-making.
• Data Security, Privacy & Compliance: Administer and enforce strict data access controls, privacy protections, and compliance with university policies, state/federal regulations, and data governance frameworks.
• Business Process Support & Consultation: Elicit, analyze, and convert stakeholder business needs into detailed system requirements and functional specifications. Provide consultation on process improvement and survey design to campus business partners.

Required Qualifications

• Bachelor's degree in Business Information Technology, Computer Science, Statistics, Mathematics, Data Analytics, or other related technical/analytical field, or a combination of education, training, and experience that equates to a bachelor's degree.
• Demonstrated experience in a technical lead, supervisor, project leadership, or advanced mentorship role within an applications development, data analysis, or corporate IT environment.
• Strong experience in systems analysis, eliciting and analyzing business requirements, and converting them into comprehensive technical specifications.
• Proficient knowledge of SQL and experience with relational database design and management (e.g., Oracle, MySQL, or PostgreSQL).
• Demonstrated experience in designing, developing, and maintaining structured data pipelines, dashboards, data visualizations, and analytics reports using tools such as Tableau, Microstrategy, or Microsoft Excel.
• Excellent communication and interpersonal skills, with a proven ability to present complex technical or analytical concepts clearly and effectively to diverse technical and non-technical stakeholders.

Preferred Qualifications

• Master's degree in Business Information Technology, Computer Science, Data Science, Statistics, or a related field.
• Experience supervising a hybrid or cross-functional technical team containing both applications developers and data analysts.
• Familiarity with data governance standards, role-based data security, and privacy compliance guidelines within higher education or a similarly complex enterprise environment.
• Experience supporting business processes and applications in a higher education setting, including administrative platforms such as Ellucian Banner and talent platforms like PageUp.
• Demonstrated experience programming or script development utilizing languages such as Oracle PL/SQL, Python, Java, Ruby, or JavaScript, and working with modern web application frameworks.
• Experience using Agile methodologies or Test-Driven Development (TDD) for project and system delivery.

Additional Information

This position may be prominently onsite during the training/onboarding period then may be eligible for a hybrid work arrangement of 3 days on site, 2 days remote.
