Job Description

The Civil Rights Compliance Coordinator is responsible for ensuring adherence to civil rights laws and regulations within Virginia Cooperative Extension (VCE) and Virginia Agriculture and Experiment Station (VAES). This position plays a critical role in promoting diversity, equity, and inclusion within the programs, activities, and services provided by VCE and VAES. The incumbent will collaborate with various university departments (i.e., the Office of Equity and Accessibility) to develop, implement, and monitor policies and procedures to safeguard civil rights compliance.

Essential responsibilities:
• Liaise with USDA to ensure current civil rights regulations and requirements are known by and communicated to VCE/VAES.
• Liaise with USDA, VCE/VAES, and VT during USDA civil rights reviews; provide required documentation; develop and implement the required corrective actions.
• Conduct in-person/synchronous training for VCE and VAES faculty and staff on civil rights-related topics and language access efforts.
• Implement the VCE language access plan; adapt/incorporate VAES into plan.
• Maintain and implement annual compliance training through PageUp system as well as annual compliance training for volunteers through Better Impact and 4-H Online.
• Maintain and implement electronic files and structures to support compliance requirements.
• Maintain and develop civil rights-related policies and guidelines in support of VCE compliance efforts.
• Maintain civil rights section of VCE intranet.
• Implement the four-part VCE internal compliance effort.
• Conduct internal compliance reviews of unit offices, academic departments, 4-H Centers, and ARECs.
• Monitor corrective actions from internal compliance reviews.
• Coordinate VCE response to civil rights complaints; liaise with relevant VT and USDA contacts, as required.
• Liaise with colleagues in the Southern Region on civil rights topics and training needs.

Required Qualifications

• Master’s degree in public administration, human resources, political science or other applicable discipline or a bachelor’s degree (in aforementioned disciplines) plus significant alternative or equivalent professional training and experience.
• Demonstrated experience coordinating compliance reviews with federal and state agencies.
• Substantial experience with data analysis and preparing reports, demonstrating a proven capability to distill complex information into clear, comprehensive, and actionable insights.
• A demonstrated ability to communicate, both orally and in writing, and work with individuals from various backgrounds and levels of training.
• Demonstrated use and understanding of data processing systems and the ability to explain data requirements to technical personnel involved in the design and implementation of data processing programs is expected.

Preferred Qualifications

• Experience working in Cooperative Extension and with administrators, field faculty, Specialists, and youth.

$60,000 - $67,000; commensurate with experience
