Job Summary:

Under the leadership of the Clinical Program Management Deputy Assistant Director within the Division Managed Care (DMC), this position provides management and oversight of the Maternal and Child Health (MCH) and Early and Periodic Screening, Diagnostic, and Treatment (EPSDT) programs. The position is responsible for high-level management, support, and operations along with the related functions/systems within the MCH/EPSDT unit. This position provides expertise, leadership and support to ensure the development of fully integrated Clinical Programs within the Agency as well as within the contracted Managed Care Organizations (MCOs). This is a highly collaborative position, working closely with other clinical and non-clinical units across the Agency.

This position leads the MCH/EPSDT team, implements Arizona Management System (AMS) principles within all work units and oversees efforts related to AMS implementation and integration into day-to-day functions, supports high-level thinking and problem- solving to make programmatic decisions, and elevates any barriers or risks to the Clinical Program Management Deputy Assistant Director. This position also works very closely with the AHCCCS Chief Medical Officer and Medical, Pharmacy, and Dental Directors.

Major duties and responsibilities include but are not limited to:
• Provide supervision, support, mentoring, direction and coaching to staff to ensure compliance with the regulations and policies of the Agency. Facilitate regular 1:1s, team huddles, and other communication modalities with the MCH/EPSDT team. • Participate in appropriate Agency leadership meetings, and other ad hoc meetings.
• Represent the Agency (or ensure coverage) as a subject matter expert and present to stakeholders at meetings, conferences, and events, and lead or participate in collaborative efforts to promote AHCCCS initiatives.
• Collaborate with state and local health and social service agencies, including but not limited to ADHS, DES, DCS, and First Things First, as well as community and private health care organizations and providers to include participation in meetings, workgroups, and committees relevant to areas of oversight.
• Lead and participate in the development, implementation, and evaluation of AHCCCS medical policies, administrative policies, and technical assistance tools.
• Manage oversight responsibilities of AHCCCS Managed Care Organizations in the provision of quality health care in compliance with federal, state, and AHCCCS requirements. • Provide technical assistance to internal staff, health plans, providers and other external customers related to maternal and child health.
• Design data requests that inform related areas of responsibility, identify opportunities for improvement, discover gaps in Contractor reporting or performance and validate deliverables submitted.
• Manage the review of quarterly, annual, and ad hoc deliverables including, but not limited to, pregnancy terminations, stillbirths, medically necessary sterilizations, and Contractor annual plans. Establish standards for reviews and deliverables, including recommended or required actions by the health plan to correct or improve performance.

• State and Federal Policies and Procedures governing Title XIX, Title XXI and AHCCCS specific populations
• Principles and components of the Arizona Management System (AMS)/lean methodologies and concepts
• Basic understanding of Medicaid and managed care operations and functions

• Principles and practices of program planning, assessment skills, maternal child health and EPSDT service delivery models, preventive health practices, organization of health care systems and current trends that affect these systems

• Programs and services affecting maternal and child health such as the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC), the Arizona Early Intervention Program (AzEIP), Head Start/Early Head Start, home visiting, and Vaccines for Children (VFC)

Qualifications:

• Arizona Drivers License.

Minimum:
• Bachelor's degree in public health, healthcare administration, nursing or related field and/OR five or more years of experience working in a field related to health care management, health administration, public health, or managed care; Two or more years of supervisory experience; A master’s degree in public health, healthcare administration, nursing, or a related field may substitute for one year of the required experience.

Preferred:
• Master’s degree in public health, healthcare administration, nursing, or a related field and four plus years of supervisory experience.
