Job Summary:

This position is responsible for performing professional level work in all functional areas of the Human Resources Section (i.e., classification/compensation, staffing/recruitment, training, performance management, operations/onboarding/off-boarding, affirmative action, and/or benefits administration); participates in the development and implementation of human resources programs and policies and maintains HR records and creates and maintains applicable Standard Work.

This position may offer the ability to work remotely within Arizona based on the department's business needs and a continual meeting of expected performance measures. A minimum of three days on-site at the ADWR office per week is required.

Job Duties:

Job Duties and Responsibilities include:

Provides full-service recruitment functions: develops and implements recruitment strategies, composes job posting and job descriptions, reviews resumes, coordinates interviews, and provides training and guidance to hiring managers and supervisors. Maintains recruitment records, and follows retention schedules. Participates in employment outreach events.

Assist with A360 input. Enters and monitors approved HR actions into the human resources information system (AZ360).  Reviews and approves Arizona State Retirement System (ASRS) enrollments. 

Reviews and analyzes positions to recommend appropriate classification and grade. Provides guidance and collaborates with supervisors and managers with Position Descriptions (PDs) and prepares required paperwork for submission. 

Collaborates and engages in New Employee Orientation, reviews I-9 management system to ensure that the new employees submit I-9 documents within the required time frame. Enters employer's section of I-9 information into the compliance system. Monitors /system/entries for problems or issues. Monitors completion of onboarding forms for new hires. 

Provides management and employees with interpretation of Arizona Administrative Code (A. A. C.), Department policies and procedures, employment law and federal laws; ensures consistent application and compliance with such rules and policies.

Acts as a Benefits Liaison by promoting and presenting benefit offerings (including but not limited to insurance options, HIP program, Employee Assistance Program), providing support, resolving and elevating to the ADOA Benefits Service Division as appropriate. 

Assist other HR Analyst in continuous process improvements relating to their HR functions. Confers with management and other stakeholders to discuss and clarify project requests and associated issues. Assists with training needs and in the off-boarding process. 

Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • Current principles, practices and methods used in the administration of an HR program and benefits administration.
  • Knowledge of methods and techniques for recruitment and selection, interviewing, testing, pre-employment testing, checking employment references, transcripts/ credentials and developing and implementing recruitment strategies.
  • Principles of classification and compensation.
  • Interpreting rules & regulations
  • HR related training, conflict management, FMLA administration and performance management.

Skills in:

  • Establishing priorities among conflicting needs.
  • Maintaining a high degree of confidentiality and providing a high level of customer service
  • Communicating effectively verbally and in writing, establishing priorities among conflicting needs.

Selective Preference(s):

Any combination of training and experience that meet the knowledge, skills, and abilities (KSAs)

Bachelor’s Degree in Human Resources or closely related field. Five years experience as a Human Resources Analyst or equivalent experience such as HR Assistant, Specialist or Generalist. Interest in progressing in the field of Human Resources as a long-term career goal.

Retirement:

Positions in this classification participate in the Arizona State Retirement system (ASRS). Please note, enrollment eligibility will become effective after 27 weeks of employment. The current contribution rate is 12.00%.
