DEPT OF EMERGENCY AND MILITARY AFFAIRS

The Department of Emergency & Military Affairs (DEMA), led by The Adjutant General, provides emergency management and military capabilities to the citizens of Arizona and the nation. The Emergency Management Division consists of three sections—operations, preparedness, and financial administration. Each section works collaboratively across the agency and with external partners to manage emergency responses and reduce the impacts of disasters. Additionally, DEMA is the headquarters for the Arizona National Guard, the primary combat reserve of the United States military. The Arizona Army and Air National Guard provide military forces and equipment to accomplish community, state, and federal missions.

ORDNANCE OPERATIONS DIRECTOR

Job Summary:

Responsible for work of substantial difficulty and considerable complexity in the areas of organization and management for Camp Navajo Industrial Operation {CN - 10). This position is responsible for the management and oversight in the areas of planning, coordinating, and organizing the direction of: a centralized administrative staff, Conventional Ordnance (Conv.Ops) and Large Rocket Motor (LRM Ops) Ordnance as well as the Support coordination for marketing, construction, alterations, modifications, additions, repairs, and maintenance through the Camp Navajo Garrison Commander (CNGC). Responsible for managing an industrial operations with an approximate $18 million operating budget (generating $1 million in revenues), $7million in equipment, and $2.5 billion of ordnance storage. Responsible for ensuring all crew members, supervisors, and staff meet the minimum standards for qualification and certification, as outlined in local and federal regulations. Coordinates with Fire Marshals, purchasing officer representatives for state funded engineering projects (through Department of Military and Emergency Affairs (DEMA), contracting officer representatives for engineering projects federally funded (through the United States Property and Fiscal Office (USPFO), and all contractual support necessary for shipping, receiving, storage, and inventory of ordnance commodities. Reviews and approves applicable Standard Operating Procedures (SOPs). Administrative Procedures (AP's) and other associated policy documentation for ordnance operations in order to meet the requirements set forth by the Service Contracts established with the CNGC. Responsible for meeting and maintaining all Job Knowledge. Skills and Abilities for the position as well as those responsibilities inferred or implied by this position. Will ensure assigned personnel are able to meet their job requirements. Ensures assigned personnel follow established policies and guidance. explicit and implicit, as commensurate within their assigned Training, Qualification and Certification requirements. Responsible for maintaining a safe, professional, harassment-free, and conducive to a positive and productive work environment. Personally responsible for accountability and process compliance under contract with the Department of Defense under International treaty (New Strategic Arms Reduction Treaty (NSTART) through DOD compliance inspections and no-notice inspections by foreign governments. Will act as the primary point of contact for all customer negotiations, relations, and all actions requiring direct coordination with outside State and Federal agencies having business at Camp Navajo on behalf of the SBO. This position reports to the Director of Administrative Services. Actively participates in promoting a continuous improvement of workplace culture, using teamwork, root cause problem solving, standard operating procedures, and review of performance metrics.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
• Federal and State financial operations, to include the Defense Finance and Accounting System (DFAS) and AFIS.“State Contracting procedures,“Legal authorities governing Camp Navajo Industrial Operations, including but not limited to: (1) State/Federal Cooperative Agreement guidelines and procedures under NGR 5-1 and 5-2: (2) ARS 26-152 regarding the Camp Navajo fund and associated policies for management of said fund, revenue Sources, and guidelines for expenditure:(3) New Strategic Arms Reduction Treaty (NSTART); and (4) DEMA and ADOA laws, rules, regulations, policies, and practices relating to financial practices, personnel Management, and organizational procedures.
• Organizational Management and leadership skills at the Directors level
• Strategic Planning Processes under the Malcolm Baldridge Strategic planning system
• Understanding of Military Procedures, Organization, Regulations, and Technical Language. “Interviewing, mentoring, evaluating, and leadership techniques for first and second level supervisors and program managers
• Principles of leadership and command. ‘Munitions handling and storage procedures. “Ballistic Missile Rocket Motor handling and storage

Selective Preference(s):

Desired qualifications include any combination of experience, education, and training that meets the knowledge, skills, and abilities as described. The KSA's ordinarily would be acquired by a combination of military education and experiences. Examples include Military Commander/Deputy Commander experience; Supervisory experience at upper management level; Through daily professional military experience in positions of leadership and resource management, Through experience in a military organization or a corporate setting that managed financial resources and/or budget execution; Education at the Associates and/or Baccalaureate Level with a major or minor in accounting, government, public administration, or similar field: Budget management, Organizational Leadership, and military ordnance management would be equivalent; Education in a Military Service Command and General Staff College or post-graduate education in management or public administration, Supervisory experience at senior management level; Working with NSTART treaty at some level, or attending the Defense Threat Reduction Agency NSTART protocol course.

• Candidates for this position will be required to submit to a criminal background investigation as well as possess the ability to achieve a favorable Tier 3 investigation for the purpose of obtaining/maintaining a Secret clearance eligibility and Common Access Card (CAC) within one year of hire.
