Job Duties

The Post-Adjudication and Licensing Assistant Director (“AD”) ensures the Compliance and Investigation Division (“CID”) and board activities are performed in accordance with Department policies, procedures, mission, established state laws, and that relevant board regulations are correctly applied. This position is responsible for performing or supervising the timely, accurate, and appropriate preparation and presentation of cases throughout the administrative process in accordance with the Administrative Process Act ("APA"). This position is also responsible for independently managing complex and problematic cases for a variety of boards and serving as the presiding officer at Informal Fact-Finding Conferences (“IFF Conferences”) when required. In addition, this position assists with the overall supervision of the Post-Adjudication and Licensing section by monitoring the progress of cases through the regulatory process and ensuring time and quality standards are achieved.

Duties include providing professional legal support, which includes supervising Post-Adjudication and Licensing Specialists (“staff”) in the timely reviewing of files to ensure evidence is factually complete; accurately preparing necessary documents, such as notices, orders, well-reasoned and fact-based summaries, and other memoranda; professionally presenting cases at IFF Conferences; and timely processing files for board agendas. This position ensures that legally significant errors are identified and corrected in a timely manner. Duties also include communicating both orally and in writing with applicants, participants, attorneys, witnesses, and board members. The AD provides direct support to the Director of Post-Adjudication and Licensing (“Section Director”) to accomplish section, CID, and DPOR mission and goals. The AD also directly supervises assigned staff and assists with developing and implementing training for section staff to increase competency and the efficiency of processing cases.

Minimum Qualifications

Knowledge, Skills, and Abilities (KSA's) required to successfully perform the work:

• Strong analytical skills and demonstrated ability to organize and analyze complex information
• Demonstrated experience showing strong writing skills, with the ability to write persuasive, well­-reasoned, fact-based summaries
• Demonstrated ability to read, interpret, and apply statutes, regulations, policies, and procedures to reach conclusions that are legally defensible
• Strong oral communication skills, including ability to make presentations to a group
• Excellent proofreading skills to ensure documents are grammatically correct and free of error
• Excellent organizational skills with the ability to coordinate the assignment and flow of work, having multiple schedules, priorities, tasks and deadlines
• Ability to conduct and preside over IFF conferences or other types of administrative hearings
• Ability to provide strong leadership, work collaboratively, demonstrate initiative, and motivate staff
• Ability to prepare legal documents; effectively elicit information and facts; and to analyze and organize complex and diverse data
• Strong ability to produce high-quality work with attention to detail
• Strong ability to manage multiple tasks, conflicting priorities, and deadlines and demonstrated prior experience of same
• Demonstrated ability to manage a large caseload in various stages of administrative process
• Ability to work independently with limited supervision
• Experience and knowledge of administrative law, investigative techniques, and research methods
• Knowledge of regulatory process, Administrative Process Act, and division procedures
• Ability to perform research
• Demonstrated initiative to meet deadlines and goals
• Strong working knowledge of computers and computer applications and proficiency with MS office applications, including, but not limited to, Word, Excel, Teams, and SharePoint.

Additional Considerations

• Supervisory experience preferred.
• Juris Doctor preferred.
