Purpose of Position
The Research Security Officer will support the development, implementation, monitoring, and management of the university’s research security program including export control compliance, and federal research security requirements such as those described in National Security Presidential Memorandum –33 (NSPM-33), the Creating Helpful Incentives to Produce Semiconductors & Science (CHIPS) Act and the Cybersecurity Maturity Model Certification (CMMC). The Research Security Officer also serves in the Export Control Manager role and oversees the implementation of the export control program to ensure compliance with the International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), and Office of Foreign Assets Control (OFAC) requirements, and the Federal Acquisition Regulations (FAR). The Research Security Officer is also responsible for identifying and developing resources to support research compliance in consideration of the federal regulations governing conflicts of interest in research, OSTP Memorandum: Ensuring Free, Immediate, and Equitable Access to Federally Funded Research and NIH Data Management and Sharing Policy.
Duties & Responsibilities
- Implement and oversee research security program
- Lead efforts to develop and implement the campus research security enterprise.
- Advise VPRED and key University leadership on issues of research security.
- Develop strategic vision for a risk-adjusted approach to research security across the spectrum of research areas.
- Develop and implement, with input from relevant University subject matter offices, research security policies and procedures to support the strategic vision, contract security specifications, and sponsor requirements.
- Assure University research security policies and processes meet or exceed requirements identified in regulations (CMMC, NSPM-33, CHIPS, etc), contracts, statements of work.
- Maintain relevant government manuals outlining security requirements supporting research activities.
- Implement and manage research security training programs for faculty and staff as required
- Assist in the development, approval, and implementation, together with UIT, of secure work environments, as well as secure communications and information systems as primary VPRED liaison with Planet Technologies.
- Coordinate and communicate compliance requirements related to both fundamental and restricted national security research to University researchers and external collaborators.
- Review federal funding agreements for compliance concerns and work with RSPD, VPRED, and faculty PIs to mitigate and resolve any identified compliance issues.
- Develop and oversee the implementation of the policy framework to monitor Conflicts of Interest in Research, as defined and required by the United States federal government, inclusive of financial conflicts of interest and ensuring University policies satisfy agency disclosure requirements, including tracking Principal Investigator disclosures on foreign engagement, tech transfer issues, and other potential conflicts of interest.
- Coordinate with university stakeholders, including UIT, and local law enforcement to adapt security support to emerging threats, where relevant.
- Implement and oversee export control program
- Serve as University liaison with Departments of Commerce, State Department and Treasury, National Institutes of Health, National Science Foundation or any other federal agency in regard to export control and research security matters.
- Provide strategic consultation and guidance to faculty, staff and administration on decisions that have export and/or research compliance regulatory impact.
- Screening end users, end use and countries for exported technology
- Screening subcontractors and visitors to controlled facilities
- Determining international travel requirements including those for embargoed and sanctioned countries
- Establishing procedures for documenting and monitoring on-going projects as required by the regulations
- Drafting and maintaining a manual of standard operations and procedures to provide consistency and compliance for all offices involved in exports and travel matters
- Implement and manage export control compliance training programs for faculty and staff as required
Required Competencies
- Must have significant experience with MS Office applications and robust computer skills; working and troubleshooting within PeopleSoft HRMS and Finance modules.
- Must be detail oriented and accurate.
- Must have strong interpersonal, verbal and written communication, and organizational skills and have demonstrated ability to prioritize multiple tasks and deadlines.
- Must be self-motivated.
- Must be able to function independently as well as part of a team.
- Must be flexible in an environment of continually changing priorities.

Minimum Requirements
- Bachelor’s degree.
- 5 years of experience in the fields of export control, regulatory compliance, federal contracting or research administration.
- Successful completion of a Criminal History Background Check

Preferred Qualifications
- Advanced degree in related field
- Experience with export control and/or federal contracting regulations
- Experience implementing a compliance program
- Experience with regulatory requirements under the NSPM-33, EAR, ITAR, OFAC or the CHIPS & Science Act
- Experience developing policies or procedures
