Purpose of Position
The Assistant Director of Facilities, Space & Safety will support the strategic direction and operational efficiency of the School of Medicine and Health Sciences. This position will oversee the planning, budgeting and execution of all maintenance and in-house construction activities in coordination with UND Facilities Management, providing guidance to the Associate Dean of Finance and Administration on planning and project development. This position also provides oversight and coordination of all SMHS facilities and safety and security activities for all SMHS campus building locations (including UND owned and leased space located in Grand Forks, Fargo, Minot, and Bismarck) with UND Facilities Management, UND Office of Safety, and UND Office of Emergency Management.
Duties & Responsibilities
Serve as a strategic leader for real estate, building and other capital asset management
- Provide strategic planning input for all facets of facilities management for SMHS facilities. Advise SMHS leadership on planning, development and budgeting to include general maintenance, needed renovations, extraordinary repairs and deferred maintenance issues
- This position will have a strong collaboration relationship with the UND Facilities Management team
- Manage facilities projects for the SMHS in conjunction with key management personnel from the UND Facilities/Planning department
- Participate in meetings and negotiations with UND Facilities, UND Emergency Management and outside architects and contractors for all facilities renovations and capital projects
- Management and oversight of the annual SMHS facility expenditures to include: lease costs, common area costs, custodial costs, maintenance costs and utilities costs for budget purposes
- Oversee budget compliance and financial management for all SMHS facilities
- Assess requests for major equipment purchases, including technical research equipment, to ensure compatibility with building systems and local/state codes
Facilities Maintenance Management and Oversight
- Support the SMHS Facilities and Safety Coordinator position in working with UND Facilities personnel, Office of Emergency Management personnel, all SMHS departments, and SMHS senior management in the project administration and completion of all new building and facilities construction, building maintenance, as well as remodeling and improvement projects for existing buildings and facilities
- Work closely with Facilities personnel to monitor and complete needed maintenance repairs and upgrades that may be needed to keep all SMHS facilities in proper operating condition
- Oversee and work with the SMHS Facilities & Safety Coordinator position to work in conjunction with UND Facilities personnel for proper communication and announcements of utility shutdowns, fire drills, and other issues as necessary
SMHS Building Safety and Security Management and oversight
- Work and collaborate closely with the UND Public Safety offices (i.e. UND Polie Department, Office of Safety, Emergency Management, and Risk Management) to address SMHs safety and emergency concerns
- This position will be a member of the UND Emergency Management (ERM) committee. Members of the ERM Committee will collaborate on a holistic approach to identifying and managing the full range of risks the University faces. The Committee will champion these strategies and be charged with communicating them to each member’s respective areas so that all stakeholders take ownership
- Oversee and work with the SMHS Facilities & Safety Coordinator position to oversee the compliance with all safety and security policies of the SMHS and University; work collaboratively with University and Grand Forks city officials as necessary
- Oversee and work with the SMHS Facilities & Safety Coordinator position in reviewing and updating the Building Emergency and Action Plan (BEAP) for SMHS buildings on an annual basis. Ensure Building Emergency and Action Plan (BEAP) floor coordinators are trained on proper emergency situation and evacuation plans and processes
- Oversee and work with the SMHS Facilities & Safety Coordinator position in reviewing and updating the SMHS Continuity of Operation Plans (COOP) on an annual basis. Ensure that departments are properly trained and are completing the review and update of the departmental COOPs on an annual basis
- Responsible for the oversight of required/proper signage on laboratories
- Ensure chemical inventories are accurate, up to date and that all required training is completed
- Responsible for ensuring ergonomic recommendations are implemented
- Ensure fire code is followed for evacuations, testing, drills and occupation load
- Ensures lab inspection findings are completed and closed out in conjunction with the Lab and Research Safety Officer
- Ensure that lab safety check in and checkouts are completed and coordinated through the office of safety
- Ensure that Bio-safety cabinets and fumes hood moves are coordinated through the office of safety
- Coordinate bio-waste movements with the office of safety to maintain a safety and holistic environment
- Coordinate Indoor air quality testing and other industrial hygiene testing for SMHS
SMHS Building Access and SMHS Space Management
- Management and oversight of the electronic door access (EDA) system at SMHS facilities, including proper administration of 1he EDA and key request and approval process
- Work with SMHS Facilities & Safety Coordinator to act as liaisons with Facilities and the Office of Safety to resolve any access issues
- Management of the SMHS space assignment process. This process will include:
- Work with senior management to plan space assignments throughout the SMHS and coordinate moves and other issues as needed
- Establish SMHS departmental space request protocols, analysis and approval processes for SMHS office, educational and research lab spaces
- Create space assignment guidelines for office space, educational spaces and research laboratory spaces. Space guidelines should include actual in-person attendance in the space, educational courses being taught and its attendance , and funded research activity and student educational research participation as it relates to the research lab bench space assignment
- Review and verify departmental space usage at all SMHS facilities every 2 to 3 years. Or more frequently if it is deemed necessary
- Work in conjunction with UND mailing, duplicating, and food service departments as it relates to SMHS functions taking place within SMHS facilities
SMHS Building Parking Management and Oversight
- Oversee and work with the SMHS Facilities & Safety Coordinator position to manage all SMHS parking facilities to ensure compliance with University parking regulations; work collaboratively with University officials to correct infractions or other issues
- Monitor and verify the need to have "community faculty" parking spaces for SMHS part-time community faculty to utilize when teaching at the SMHS. The SMHS pays the annual fee to have these designated parking spaces available for our part-time community faculty
Required Competencies
- Knowledge of and experience with commercial/research building maintenance and construction practices.
- Knowledge of and experience with general and cost accounting procedures Proven track record of success
- Strong logistics, planning and analytical skills
- Must possess strong communication skills; oral, written and interpersonal communication
- Ability to write reports and SOPs
- Ability to perform multiple tasks consecutively
- Ability to cooperate with others in a team environment
- Prefer familiarity with campus
- Prefer familiarity with UND campus, policies and procedures
Minimum Requirements
- Bachelor's degree in Business Administration, Facilities Management, Project Management, Operations Management, Engineering or related field
- Minimum of 5 year's supervisory experience
- Related experience
- Successful completion of a Criminal History Background Check

Preferred Qualifications
- Master's degree in a related field
- Ten years of experience in safety and building management
- Experience with PeopleSoft Finance systems
