Position Overview

The Civil Rights Administrator reports to the Associate Vice President of Equity and Access Services, and is responsible for administering the nondiscrimination advisory compliance program at VCU.  The Civil Rights Administrator will adhere to and exceed regulatory requirements for compliance with VCU policies related to nondiscrimination, and will be trained to assist in coordinating, overseeing and supporting EAS in managing a database of identified programs, including existing and new programs, in order to facilitate equal access to services, activities, programs or benefits. This includes monitoring compliance of programs, activities or services administered by VCU involving faculty, staff and students per policy, conducting program reviews to promote compliance and equal opportunity, and providing training and technical assistance to teams, as needed. 

The Civil Rights Administrator will work within EAS and externally within VCU to promote and encourage compliance. The position holder will receive annual training and opportunities to foster best practices at VCU.  The Civil Rights Administrator will evaluate and resolve questions relating to program compliance from University staff, faculty, students, but is not a decision maker for such programs.  The Civil Rights Administrator will also confer with Integrity and Compliance in the use of the assigned database and any other related programmatic needs.

Primary Responsibilities

  • Civil Rights Compliance Monitoring and Supervision
    • Maintain accurate and complete inventory of all previously identified VCU programs through the VCU  Nondiscrimination Advisory Committee (NAC) in accord with EAS policies.  This includes identification of programs that may be outside of compliance.  This will involve use of a database (CaseIQ) which will be the primary hub for tracking program compliance.
    • Oversee monitoring and tracking of compliance, including outreach and education about nondiscrimination compliance related to civil rights, and develop effective reports and communication SOPs to support VCU program staff.
    • Conduct program reviews to support compliance and provide ongoing support to program leadership to promote best practices and appropriate record-keeping.
    • Maintain up-to-date knowledge of federal and state laws regarding equal opportunity and best practices.
    • Under the guidance of the Associate Vice President, collaborate with appropriate university departments to foster a compliance centered lens.
    • Assist the EAS compliance teams to monitor regulatory deadlines.
    • Research, consult, develop, implement, and conduct outreach and support with program coordinators on ways to implement 3-Ps related to equal opportunity.
    • Apply knowledge of best practices to continually improve processes and practices related to identified programs at the University.
    • Manage and supervise administrative assistant who works across all of EAS to calendar, answer phone calls, administer fiscal responsibilities, including P-card access, works with finance and procurement, Banner etc.
    • Undertake other duties as assigned.
  • Outreach & Training Development
    • Build strong networks and relationships with VCU units by supporting programs/ activities that comply with equal access under VCU policy requirements.
    • Provide technical assistance to program supervisors in accord with VCU policies.
    • Assist in development of SOPs and outreach communications to support program supervisors.
    • Consult and provide technical guidance in order to consolidate best practices.
    • Participate in EAS training, including annual training.
  • Data Management
    • Prepare, compile and analyze data, trends and report findings and recommendations to the Associate Vice President bi-weekly, and as needed.
    • Deliver impactful and data-informed strategies, promoting civil rights, equal opportunity and access for all.
    • Liaise with Enterprise Marketing & Communications (EMC) liaison to develop presentations and reports.

Minimum Qualifications:

  • Bachelor’s degree with 3 to 5 years of administrator experience or equivalent combination of education, training and experience, in the higher education setting.
  • Program management skills, ability to prioritize, organize multiple tasks and work independently and in collaboration with others, as needed.
  • Experience in compiling, preparing and analyzing data and trends, as well as pulling reports from a database.
  • Ability to research and navigate civil rights compliance as directed.
  • Support the business operations and priorities of the Associate Vice President of EAS.
  • Experience providing or coordinating training and/or technical assistance/consultations.
  • Effective communication skills, with the ability to handle complex communication,  organizational and problem-solving skills and various high level administrative tasks.
  • Knowledge and proficiency with Microsoft Office, or similar databases needed to facilitate program review and oversight best practices.
  • Customer care experience, and ability to work in a fast-paced, compliance driven environment.
  • Demonstrated experience working with faculty, staff, and student environments and commitment to doing so as a staff member at VCU.
  • Ability to work successfully in both an in-person and remote hybrid environment.
  • Excellent analytical, critical thinking and written communication skills.
  • Excellent interpersonal skills with ability to engage diverse populations and exercise excellent judgment with interactions in the university community.
  • Strong commitment to ethics, advancing institutional values, and equal access for all.
  • Demonstrated ability to work in and foster an environment of respect, professionalism and civility with a population of faculty, staff, and students from all backgrounds and experiences, or a commitment to do so as a staff member at VCU.

Salary Range: Commensurate with experience, starting at $70,000
