Position Introduction:
Join the National Resource Center for Youth Services (NRCYS) at the University of Oklahoma (College of Continuing Education/Outreach) and be part of a team dedicated to improving the effectiveness of human services through training, consultation, and technical assistance in Oklahoma and across the nation for over 50 years. NRCYS is a leader in youth service philosophy, best practices, and youth engagement. The Instructional Designer is responsible for the design, development, and evaluation of training materials and content for traditional and blended learning courses, online modules, and related programs. Identifies meaningful learning outcomes and selects the most appropriate instructional approach (face-to-face, hybrid, or online) to fully realize those objectives.
Responsibilities:
- Designs, develops, and maintains online learning resources by leveraging eLearning tools and trends to engage the remote learner.
- Evaluates eLearning programs and makes recommendations for improvement.
- Designs and develops instructional materials and curriculum for traditional classroom training courses and blended learning programs.
- Conducts needs assessments.
- Employs a variety of learning methods and emerging technologies to reach learning outcomes.
- Partners with internal/external University and state agency customers, learning consultants, and subject-matter-experts to create design documents, specify learning objectives, select interactive exercises, and create evaluation plan.
- Identifies appropriate evaluation techniques and applies them to measure the impact of the learning experience.
- Conducts literature reviews of theory and evidence-based practices.
- Practices learner-centered instructional methods and alternatives to lectures that accommodate the different learning styles of adults.
- Manages projects by establishing timelines, collaborating with subject matter experts (SMEs), and ensuring fulfillment of contract deliverables.
- Facilitates documentation (surveys, assessments, and observations) of selected activities, behaviors, or outcomes.
- Performs various duties as needed to successfully fulfill the function of the position.
Skills:
- Demonstrated ability to manage projects from planning through completion, including establishing timelines, coordinating resources, tracking progress, and reporting outcomes.
- Experience designing and developing instructional content for eLearning and blended environments, including storyboarding, scripting, user interactions, and navigation design.
- Knowledge of adult learning theory, instructional design methodologies, and effective practices for training and development. Ability to apply accessibility standards, including SCORM compliance, Section 508, and WCAG 2.1 Level AA, in content development.
- Experience evaluating learning effectiveness and applying measurement strategies to improve outcomes.
- Strong written and verbal communication skills, with the ability to collaborate effectively with stakeholders, subject-matter experts, and project partners on the design, development, and implementation of training programs and courses.
- Ability to research and apply current trends and best practices in instructional design, eLearning, and knowledge management. Proficiency with instructional design and multimedia tools, such as Microsoft Office (Word, PowerPoint), Articulate Storyline, Adobe Captivate, TechSmith Camtasia/Snagit, and Adobe Creative Cloud.

Required Education and Experience:
- Bachelor's degree.
- 24 months experience working in an instructional design position.
Equivalency/Substitution: Will accept 48 months of related experience in lieu of the Bachelor's degree for a total of 72 months' of related experience.
Department Preferences:
- Bachelor's or Master's degree in Instructional Design, Instructional Psychology and Technology, Adult Learning, Human Resource Development, or related field.
- 36 months of experience in instructional design, adult learning and development, performance measurement, multimedia, and curriculum and course development for classroom and online learning environments.
- Experience working with state agencies or public sector human service programs.
- Demonstrated experience using industry-standard tools for content development, including: Articulate Storyline, Adobe Captivate, Photoshop, and Illustrator, TechSmith Camtasia and Snagit, Microsoft Office Suite (Word, PowerPoint, Excel)Familiarity with instructional design methodologies and learning technologies, including eLearning development and adult learner engagement strategies.
