About the Role

Are you ready to drive strategic sourcing and procurement excellence?

As a Sourcing Manager, you’ll play a pivotal role in leading and facilitating tender activities across multiple categories and portfolios. Reporting to the Procurement Manager - Sourcing, you’ll manage the end-to-end sourcing lifecycle, from shaping requirements to contract execution.

You’ll ensure compliance with organisational procedures, develop sourcing strategies, and negotiate with both internal stakeholders and suppliers to achieve best value and risk outcomes. You’ll work across eSourcing platforms such as Zycus and Digital Marketplace, ensuring all activities align with our Procurement Policy and Whole of Victorian Government frameworks.

What You’ll Do

  • Lead and support business stakeholders through the sourcing process, including scoping requirements, preparing tender documentation, and developing evaluation criteria.
  • Manage multiple tender events concurrently, ensuring business stakeholders are kept informed.
  • Providing expert advice on Procurement Frameworks, compliance obligations, and Victorian Government policies
  • Evaluating and researching the use of prequalified suppliers & Victorian Government supplier registers
  • Analysing and advising on supplier’s financial capability, liquidity, and compliance with internal policies, and Whole of Victorian Government regulatory frameworks.
  • Document key decisions and maintain accurate records using approved forms and processes.
  • Consulting with suppliers and other stakeholders and undertake proactive actions towards successful sourcing activity delivery.
  • Negotiating with suppliers and internal stakeholders to set and achieve desired sourcing outcomes.

About you:

  • This role is ideal for candidates with a degree in Supply Chain and Logistics (or equivalent), CIPS certification, and proven experience in end-to-end sourcing, category management, and contract negotiation.
  • Experience managing end-to-end tenders in a complex environment. including developing RFx documentation, running compliant procurement processes, managing evaluations, negotiating outcomes, and overseeing contract award and execution.
  • Good communication skills and a solid understanding of procurement frameworks.
  • Ability to work across eSourcing platforms (e.g. Zycus and Digital Marketplace).
  • Demonstrated ability to influence change, build strategic relationships, and contribute to operational effectiveness in a dynamic, values-driven environment.
  • Knowledge of Victorian Government Procurement policies and frameworks
  • Strong understanding of contractual terms and negotiating levers.
  • commercial evaluation and analytical skills.
  • Excellent experience in tendering policy (RFx), procedures, and evaluation; contract administration, management, and negotiation
