About The Role

Reporting to the Manager Service Programs Water Treatment, this permanent full-time is integral to delivering best-practice program development outcomes at Melbourne Water.

As the Specialist Service Planner, you will lead the planning, development and optimisation of service programs, ensuring Melbourne Water maintains a fit-for-purpose portfolio that effectively delivers agreed service outcomes and strategic objectives. Working closely with stakeholders across the business, you will provide technical leadership, drive investment planning, and support evidence-based decision-making for critical water treatment assets and services.

In this role, you will:

  • Translate Service Master Plans into technical objectives at both system and major asset levels, including the development and ongoing management of Asset Management Plans.
  • Lead the development of investment programs to deliver required asset management strategies, including major interventions identified through Business Needs Identifiers (BNIs) and allocation business cases.
  • Support pricing submissions and oversee the management of approved programs throughout the regulatory period.
  • Establish and drive program performance objectives for the Water Treatment service portfolio, collaborating across the organisation to monitor, assess and improve outcomes.
  • Provide specialist technical expertise and sound judgement to support the prioritisation of capital, maintenance and non-asset investment programs, and driving improved service outcomes and supporting the achievement of strategic objectives.
  • Contribute to service risk assessments and support the preparation of annual Service Capability and State of Assets reporting.
  • Act as a subject matter expert for the service portfolio, providing advice and support for risk assessments, audits, research activities and technical enquiries.
  • Continuously improve asset management processes, systems and practices in line with established policies and frameworks.

About You

To be successful in this role, you will bring:

  • A tertiary qualification in Engineering or a related discipline (such as Chemical, Process or Mechanical Engineering).
  • Extensive experience in service planning, asset management, risk assessment, program development and investment planning.
  • Strong technical leadership capabilities with experience managing complex projects, programs and infrastructure-related initiatives.
  • Demonstrated expertise in evaluating technical options, providing robust evidence-based recommendations, and developing business cases to support capital investment decisions for water infrastructure projects.
  • Deep expertise in water treatment and process engineering, including planning and design of treatment processes.
  • A strong understanding of water quality principles and the scientific fundamentals that underpin water treatment operations.
  • Working knowledge of asset management frameworks and risk management methodologies.
  • Strong commercial and financial acumen, particularly within complex, large-scale infrastructure environments.
