About the Role 

In this 2 year fixed term opportunity, the Program Manager – Business Transformation will be accountable for delivering complex, enterprise-wide transformation initiatives that support Melbourne Water’s strategic objectives. Reporting to the Manager, Business Transformation Office, the role focuses on translating strategic priorities into structured programs of work, ensuring strong governance, risk management, and measurable outcomes through effective project delivery and stakeholder collaboration. 

This role leads the implementation of business transformation initiatives across the organisation, driving improved processes, systems, and ways of working to enhance overall organisational effectiveness. It plays a key role in fostering cross-functional collaboration, influencing senior stakeholders, and ensuring initiatives are aligned to both operational needs and long-term strategic goals. 

  • Translate business transformation initiatives into programs or projects that deliver desired outcomes, establish governance frameworks (including success measures, roles, responsibilities, and progress monitoring), and manage risks to maximise success. 

  • Drive the implementation of business transformation initiatives for Melbourne water to enhance organisational effectiveness ensuring alignment with long-term strategic goals and operational needs. 

  • Collaborate and support initiative and action owners to meet project timelines and objectives. 

  • Engage key senior stakeholders, balancing the needs of sponsors, teams, and the organisation while effectively engaging and managing stakeholder expectations and key relationships. 

  • Understand and meet customer needs by tailoring services, managing delivery risks, and ensuring program outcomes align with service expectations and agreements. 

  • Develop and maintain existing internal Melbourne Water program relationships to build collaboration.

This is not a digital program role, the focus is on business transformation rather than technology or digital delivery, digital experience is not a requirement. Instead, strong experience in leading and implementing business transformation programs—including change delivery, program governance, and stakeholder engagement—is highly desirable to succeed in this role.

About you: 

You will be someone who thrives in complex environments and enjoys turning strategy into practical outcomes, with are a strong influencer and collaborator, comfortable engaging senior stakeholders, leading cross-functional programs, and driving organisational change—bringing proven experience in delivering business transformation initiatives with measurable impact. 

  • Experience in leading business transformation initiatives, including program and project management. 

  • High level communication, relationship management, negotiation and influencing skills. 

  • Ability to lead change and communicate with a diverse range of stakeholders. 

  • Demonstrated ability to lead and influence cross-functional teams in managing complex programs and delivering transformational outcomes. 

  • Experience in delivering a complex program of work with multiple streams, ensuring alignment, integration, and delivery of benefits. 

  • Tertiary qualification in business management, commerce or relevant field.
