About North East Link

The Spark Consortium has been selected to deliver the Central Package of the North East Link Project - Victoria's biggest road project.

 

The Spark Consortium’s Design and Construction Contractor - which comprises Webuild, CPB Contractors, GS Engineering and Construction and China Construction Oceania - will deliver the twin three-lane tunnels and key interchanges for the project.

The Central Package will be delivered as a Public-Private Partnership and provides three-lane twin tunnels that will close the missing link in Melbourne’s freeway network from the M80 Ring Road to an upgraded Eastern Freeway, reducing journey times and diverting heavy vehicles away from local roads. Up to 135,000 vehicles will use North East Link every day, reducing congestion in the north-east while maintaining local roads.

 

About the Opportunity:

As a Project Engineer – Buildings, you will be an integral part of the project team and will be required  to Coordinate on-site engineering functions for allocated projects to achieve time and budget objectives and provide efficient support for construction activities.

Position Specific Responsibilities include:

  • Coordinate on-site construction engineering activities to achieve project time and budget objectives. 
  • Responsible to develop and implement procedures to achieve quality, safety, timely production and compliance with budgets. 
  • Reporting production costs daily, weekly, and monthly. 
  • Procurement of plant, equipment, and material. 

Key Accountabilities:

 

  • Coordinate and administer construction engineering activities.
  • Write, review and present construction methods to relevant stakeholders. 
  • Develop construction methods and engineering concepts to safely and cost effectively deliver packages of work. 
  • Assist with the preparation of site construction budgets and reports. 
  • Monitor construction progress for adherence to programme. 
  • Demonstrate financial management skills and commercial acumen when making decisions. 
  • Execute working knowledge of contractual PSR, Project Scope & Requirements 
  • Use document and record management systems for project performance reporting. 
  • Arrange and oversee the letting of tenders and draft scopes of work for inclusion in subcontract. 
  • Establish and develop a high performing team to ensure the project has the capability to achieve objectives.
  • Demonstrate strong communication, interpersonal, and presentation skills.
  • Communicate expectations for accountability and hold others to account.
  • Maintain regular visibility across the workplace, building relationships with internal and external stakeholders of all levels. 
  • Understand compliance and reporting procedures and processes and demonstrate leadership in the communication of requirements to wider team.
  • Provide leadership and mentoring to staff with the ability to inspire and motivate others.
  • Active involvement in risk management, by understanding the hazards that could cause harm, promoting risk awareness and by challenging and improving work practices.
  • Comply with legislative and management system requirements by following the rules, reinforcing compliance and by setting the standard for compliance.
  • Demonstrate open and honest communication by speaking up, encouraging team members, and acting on feedback.
  • Supporting and encouraging team members.
  • Act in accordance with Spark NEL DC’s policies, procedures and requirements relating to proper business and interpersonal conduct.
  • Ensure compliance with all relevant legal and regulatory requirements and all relevant Spark NEL DC policies and processes.
  • Ensure all relevant commercial, financial and contractual obligations are established and complied with including the Project Documents, the JV Agreement the Delegations of Authority (DoA) and standard contracts. 

 

Minimum requirements for this role are:

  • Masters or Undergraduate Degree in relevant discipline
  • 3-5 years experience in relevant discipline
  • Project wide level of planning, development, and review of complex projects 
  • Delivery of minor projects to program and budget specifications 
  • Advanced skills in relevant computer software packages; Microsoft Suite; Primavera 6; AutoCAD 
  • Knowledge of project management structure, plans, specification, standards, and implications for project accountabilities 
  • Understanding of Project Design, Quality, Safety and Environmental Management Plans 
  • Pre-contracts knowledge in relation to design, planning and legislative requirements. 
  • Drafting of subcontract scopes of work for work contracts > $2M
