About North East Link 

The Spark Consortium has been selected for the Central Package of the North East Link Project - Victoria's biggest road project.

The Spark Consortium’s Design and Construction Contractor - which comprises Webuild, CPB Contractors, GS Engineering and Construction and China Construction Oceania - will deliver the twin three-lane tunnels and key interchanges for the project.

The Central Package will be delivered as a Public Private Partnership and provides three-lane twin tunnels that will close the missing link in Melbourne’s freeway network from the M80 Ring Road to an upgraded Eastern Freeway, reducing journey times and diverting heavy vehicles away from local roads. Up to 135,000 vehicles will use North East Link every day, reducing congestion in the north-east while maintaining local roads.

 

About the Role:

Ready to take charge of mobilisation and workforce compliance for one of Australia’s largest infrastructure projects? SPARK North East Link D&C is on the lookout for a Senior Programs & Mobilisation Advisor to lead and optimise our onboarding processes, ensuring full compliance with the Major Project Skills Guarantee (MPSG).

In this pivotal role, you'll oversee the Damstra mobilisation system, drive process efficiencies, and collaborate with contractors and internal teams to deliver seamless onboarding and workforce strategies.

Key Responsibilities:

  • Mobilisation Leadership:
    Lead and coordinate all mobilisation activities for contractors and internal stakeholders using the Damstra system, ensuring smooth onboarding processes across the project.
  • Stakeholder Collaboration:
    Build and maintain proactive relationships with key stakeholders to meet their compliance and management plan requirements.
  • Compliance & Strategy:
    Provide expert advice on site access security linked to the Damstra software and ensure compliance with the MPSG for subcontractors.
  • Process Improvement:
    Identify and implement process efficiencies to enhance mobilisation outcomes and drive continuous improvement within existing frameworks.
  • Workforce Management:
    Analyse workforce data, forecast needs, and strategize to meet or exceed MPSG targets, aligning with project and industry requirements.
  • Training & Development:
    Design learning programs for career development, leadership, and compliance with the project’s skills matrix. Lead training sessions for new mobilisation team members.
  • Reporting & Audits:
    Produce monthly mobilisation dashboards and audit reports to keep the project on track with compliance and performance targets.
