The Project

The Tram to Springvale Alliance (TSA) comprising CPB Contractors, BMD Constructions and Arup has been selected to deliver the Eastern Freeway Upgrades between Tram and Springvale roads. The major upgrade includes new express lanes, upgraded noise walls and revitalised sections of the Koonung Creek Linear Park.

The Project is being delivered under an Alliance Contract with Victorian Infrastructure Delivery Authority (VIDA) as the Project Owner and TSA (CPB, BMD and Arup) as the Non-owner Participants (NOPs). Together they form the Alliance working as one to deliver this critical infrastructure project. 

As a key component of the North East Link Program (NELP), this project will provide a safer, more efficient freeway connection for over 135,000 vehicles daily, removing 15,000 trucks from local roads, and reduce traffic across on the arterial road network crossing the Yarra River by 50,000 vehicles per day.

Your opportunity 

  • Performing the surveillance and verification of on-site works to ensure that critical works have and are being completed in accordance with the Issued for Construction documentation.

Reporting to the Quality Manager, the Surveillance Officer will sit within the project team and be accountable for:

  • Carrying out and recording inspections of the works using relevant check sheets for activities defined on the ITP’s
  • Liaising with the Sub-IREA and other stakeholders during Hold Point Inspections
  • Identifying potential non-compliances, actual non-compliances, raising non-conformance documentation and verifying the satisfactory implementation of rectification of non-conformances.
  • Releasing Hold Points that ensure that the critical works have been carried out in accordance with the IFC documentation.

Our minimum requirements for this role are:

  • Bachelor’s degree or equivalent in Law, Commerce, Accounting, Quantity Surveying, Business, or associated disciplines
  • Preferably NA’s will possess 10 years relevant experience in the construction contracting industry and have direct line reporting to the Monitoring Verification and Controls Manager. Experience in supervision of VicRoads work and an understanding of their specifications would be of advantage. NA’s will not to be involved in the day-to-day supervision of the works and are to provide independent checking of the works.
  • Consideration will be given to specialist supervisors in particular disciplines such as earthworks, concrete and bridge works, steel work including welding inspection and coatings, electrical works, IT infrastructure, tunnelling works, fire systems.
