Job Summary: The Buyer II supports the formal competitive bid process, development of contracts, service agreements, leases and other written legal agreements under moderate supervision. Procures items or services in an assigned commodity area at the best total value. Obtains quotations and enters into negotiations with suppliers as necessary. Ensures compliance with University policies, guidelines, and the State of Alabama Bid Law. Provides guidance and trains entry-level buyers.
Additional Department Summary: Oversees compliance in procuring and letting purchase orders for Title 39 construction projects valued at less than $100,000. Identifies any compliance issues and independently resolves them. Oversees the compliance in the bidding and contractual phases of construction projects in excess of $100,000. Manages multiple deadlines throughout the project, including reviewing and approving insurance coverages and applying for tax exempt status for these projects. Reviews contractual documents to ensure compliance with federal and state law as well as University policies and procedures. Evaluates submissions for compliance and correct all potential issues. Provides primary support to external partners in completing and submitting contractual and payment documentation throughout the course of a project. Develops and implements new business processes.
Required Minimum Qualifications: Bachelor's degree and two (2) years of experience in procurement, purchasing, and/or buying; OR master's degree and some experience in procurement, purchasing, and/or buying.
Skills and Knowledge: Exceptional written and verbal communication skills. Working knowledge of contract law. Basic accounting skills. Ability to organize work and time in an efficient manner. Strong working knowledge of Alabama public works law, Alabama competitive bid law, and UA policies and procedures. Proficient computer skills to include word processing, spreadsheet and database applications. Ability to work effectively in a team environment. Ability to initiate and support continuous improvement.
