How can you make a difference?

UNICEF East Asia and Pacific Regional Office is seeking an individual consultant to undertake analysis of HPV vaccine introduction, expansion and revitalization and the opportunities/ gaps as an entry point for life course immunization and integrated adolescent health service delivery and non-health interventions in the East Asia and Pacific region to inform country specific guidance.


Work assignment, expected deliverables and delivery schedule:

Under the supervision of the UNICEF Regional health specialist, the consultant will perform the following activities:

• Carry out a desk review for the analysis of opportunities and gaps for HPV vaccine introduction/expansion/revitalization as entry point for integrating adolescent-responsive service package (including health, nutrition, life skills education, reproductive health, sexually transmitted infections, menstrual health and hygiene, healthy lifestyle promotion and mental health) and other school-based interventions for the countries in the region including for reaching out-of-school children through community and social-service delivery models. Equity and sustainability aspects including Social welfare, child protection and support systems will also be analyzed (e.g. prevention of child marriage and gender-based violence). Analysis on the meaningful engagement of adolescents will be analyzed.

• Conduct interviews with relevant stakeholders in health, education and other sectors and non-government organizations in selected countries. This includes interviews with adolescents themselves to capture their lived experiences, perceptions and suggestions for improving access to and delivery of integrated health services. The interviews will help identify context-specific enablers that promote HPV vaccination, barriers and coordination mechanisms to support HPV vaccine roll-out as part of a broader, gender-responsive and protective adolescent service ecosystem.

• A strong emphasis will be placed on the meaningful inclusion of adolescents – not only as respondents but also as co-creators and co-researchers, with appropriate support and training. They may assist in designing interview questions, conducting peer interviews or focus group discussions, and participate in sense making workshops to analyze findings.

• Develop a country specific operational guidance for improving adolescent health integrated service delivery, using HPV vaccine as an entry point for life course vaccinations and integrated service delivery for adolescents (maximum 3), including aligning with the PHC operational framework and other relevant frameworks and strategies. Operational guidance will provide recommendations to ensure the role of adolescents and inclusion of out of school adolescents, adolescents with disabilities and those facing protection risks. The guidance will explore the integration of life skills education (incl. confidence building, SRH literacy, decision-making and negotiation skills), particularly for adolescent girls.

• Develop a UNICEF brief, including infographics and awareness regarding HPV vaccine to facilitate integrated adolescent health service delivery, including scheduled well care visits for children and adolescents, and aligning with the Primary Health Care (PHC) operational framework and other relevant frameworks in reaching marginalized and out-of-school children.

 

Assignment 1: Remote/home based

Expected deliverable 1: Inception report, including methodology, potential sources, and list of interviews and questionnaires (Max 10 pages)

 

Assignment 2: remote/ home-based modality

Expected deliverable 2: Analysis of gaps, challenges, opportunities for using HPV vaccine as an entry point for integrating adolescent health and other interventions through desk review on relevant materials (guidance, theoretical and practices) (Max 40 pages)

 

Assignment 3: remote/ home-based/mission to countries modality

Expected deliverable 3: Summary of completed interviews with relevant stakeholders in health, education and other sectors in selected countries and within the Regional Office, UNICEF Headquarters and other partners

 

Assignment 4: remote/ home-based modality

Expected deliverable 4: Develop a country-specific operational guidance for improving adolescent health integrated service delivery using HPV vaccine as an entry point for life course vaccinations and integrated service delivery (maximum 3), aligning with the PHC operational framework and other relevant frameworks and strategies particularly ensuring out-of-school children are reached.

Assignment 5: remote/ home-based modality/in the field

Expected deliverable 5: Develop a UNICEF brief, including infographic, on using HPV vaccine to facilitate integrated adolescent health service delivery, including scheduled well care visits for children and adolescents and integrated adolescent health service delivery aligning with the Primary Health Care (PHC) operational framework and other relevant frameworks in reaching marginalized and out-of-school children.

 

Duration of Contract:   15 July 2025 – 30 November 2025

 

Duty Travel: Possible travel to selected countries (Indonesia TBC)

 

To qualify as an advocate for every child you will have…

• Experience in HPV vaccination programmes, adolescent health, RMNCAH, and other health and non-health services

• Experience working with UNICEF, WHO and other UN agencies

• Experience and knowledge of East Asia and Pacific region

• Proven experience in analysis, stakeholder consultation, developing guidance documents, excellent communication skills- both written and verbal

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
